
Nagpur: The Nagpur Municipal Corporation (NMC) has landed in yet another controversy after an official development file allegedly disappeared from the Standing Committee Secretariat under highly questionable circumstances, exposing glaring lapses in administrative security and accountability.
The matter came to light after Congress Corporator Abhijeet Jha questioned the delay in the execution of a cement concrete road project in Gittikhadan. During his inquiry, Jha claimed to have discovered that the official file had allegedly been handed over to a private individual from inside the NMC Secretariat without any verification of identity.
Calling the episode a serious breach of official procedure, Jha met Municipal Commissioner Dr. Vipin Itankar on Wednesday and submitted a written complaint. He also named a former corporator in connection with the incident, alleging that the individual’s personal assistant falsely posed as an NMC employee and walked away with the file.
The missing file pertains to the cement concrete road project from Badi Masjid to Panchsheel Nagar in Gittikhadan, Ward No. 14, which had already received approval from the Standing Committee.
According to Jha, the file was received by the Standing Committee Secretariat on July 7, 2026, under inward number 27-C. However, instead of reaching the concerned zone office for further processing, it allegedly disappeared.
When inquiries were made, officials in the Secretariat reportedly stated that a person accompanying former corporator Kamlesh Choudhary had collected the file after being introduced as an NMC employee. Officials allegedly handed over the document without verifying the person’s identity or authority.
Adding to the controversy, the Standing Committee Secretariat’s inward-outward register reportedly contains an entry showing that the file was handed over to a person identified as “Shekhar Nandeshwar.” The circumstances under which the file left official custody are now under scrutiny.
Jha alleged that if a private individual could walk into the municipal headquarters, obtain an official file and leave without verification, it raises serious concerns over the security of government records and the functioning of the civic administration.
Taking cognisance of the complaint, Municipal Commissioner Dr. Vipin Itankar is said to have directed Municipal Secretary Dr. Ranjana Lade to lodge a First Information Report (FIR) into the alleged theft and initiate a detailed inquiry.
The incident has once again put the spotlight on the NMC’s record management system and internal controls. Civic circles are questioning how confidential government documents can allegedly leave the Secretariat without due authorisation and whether the lapse was merely negligence or indicative of deeper administrative failures.
The police investigation is expected to determine who removed the file, under whose authority it was released, and whether any criminal conspiracy was involved in the disappearance of the official records.
