Supreme Court Seeks Delhi Police’s Crowd-Control Protocol in Jantar Mantar Pellet Row

New Delhi, July 30: The Supreme Court on Thursday directed the Delhi Police to place on record its standing order outlining the graded use of force during crowd-control operations while hearing petitions related to the alleged use of pellet guns during the Jantar Mantar protest.

The direction came after petitioners argued that the existing police guidelines do not authorize the use of metallic pellet guns against protesters. They questioned the legality of the force used during the demonstration and sought judicial scrutiny of the police’s actions.

During the hearing, the Supreme Court also instructed Lady Hardinge Medical College and Hospital to ensure that the injured petitioner, who reportedly sustained pellet injuries during the protest, receives all necessary medical treatment. The court extended the same direction to any other individuals injured during the incident.

The case stems from the aftermath of the July 20 protests at Jantar Mantar, where allegations of excessive force by security personnel sparked widespread concern. While Delhi Police has denied using pellet guns, reports and documents that have surfaced during the investigation have intensified scrutiny over the crowd-control measures employed during the protest.

Earlier this week, the Supreme Court granted interim relief to protesters by directing that no coercive action be taken against students involved in the demonstrations, except in specific cases. The Court also ordered the preservation of CCTV, drone, body-camera and other electronic evidence to facilitate an independent examination of the events.

The matter remains under judicial consideration, and the Supreme Court has not made any findings on the legality of the alleged use of pellet guns. The Delhi Police is expected to submit the requested standing order during the next stage of the proceedings.
