All suggestions on 5-year perspective plan ayed with corrections and suggestions
Nagpur Today News : Rashtrasant Tukadoji Maharaj Nagpur University’s held an emergency Senate meeting at University Hall on October 17, 2013 to discuss some vital issues.
One of the main issues discussed was the 5-year Perspective plan 2014-15 to 2018-2019 which was followed by many arguments for and against certain proposals by the senate members for the University.
It could be recalled that this 5-year Perspective plan was first made and designed by BCUD (Board of College and University Development) on January 4, 2012. However it could be brought to execution because some of the decision making members were not satisfied by the recommendations and proposals. This was followed by another emergency meeting held on October 12, 2012. This was followed by a sub-committee being formed to redefine and redesign the five year plan.
The Sub-committee members included Dr D K Agrawal and Advocate Abhijeet Wanjari. They submitted their report on October 17, 2013. This was promptly accepted by the Vice-chancellor of RTMNU who is also the Chairman of Senate Committee.
One of the main points of discussion that had irked many senate members was the blanket ban on 250 Colleges. Advocate Wanjari made statements as wild as calling the University officials as Taliban. He had many points of contentions. The main points of those contentions are 1. Based on the findings of the High Court, the university authorities should concede and should remove the names of those colleges who approach them to get their permissions reinstated.
Those colleges who have rectified their faults and have taken corrective measures adhering to the rules and regulations of the University should be allowed to take in students and admit them, get enrollment numbers from the University.
2. He also flayed the varsity for not adhering to the recommendations of K C Deshmukh Committee. This committee had recommended that these colleges be given a grace period of one year within which they can rectify their faults while they should be allowed to take in students.
3. 5 months have passed but still no concrete decision has been taken by the RTMNU on this issue so far said Senate Member Adv Abhijeet Wanjari. VC Sapkal replying on this question said the issue will be put forth in Academic Council meeting on 18 October.
Senior Senate Member and Principal of Dhanwate National College Dr Baban Taywade also spoke on this issue and said Government has no where stated that admissions be stopped, the university itself has done this. VC Sapkal replying on this question too said the issue will be put forth in Academic Council meeting and decision on the same will also be taken on 18 October meeting .
A discussion on the recent revaluation scams and loopholes in the examination was also raised by the members. VC Sapkal assured the members that a full proof system will be incorporated to ensure that such human error does not occur again. Corrective measures, upgradation reforms will be taken to remove human errors.
Dr Baban Taywade suggested for putting up CCTV cameras in examination sections.
The Perspective plan of RTMNU for the session 2014-15 to 2018-2019 is formulated in 3 parts.
1. Emphasis given for new colleges in Arts, Social Sciences, Commerce, Science, Home Science, Engineering & Technology, Medicine (Pharmaceutical Science), Education and Law Faculties are included in Part 1. But in these faculties, new colleges have not been proposed. After two years if required, this can be revised and necessary provision would be made. However, State Government may establish Government Colleges as per the policies framed by the State Government.
Part-2 Consists of Perspective Plan for Faculty for Arts, Social Sciences, Commerce, Science, Home Science Colleges. If a particular faculty is not available then in that taluka that particular faculty can be granted. The existing colleges can start any innovations skill oriented and need based UG and PG courses/subjects. Additional intake: The existing colleges can apply for additional intake in a particular course provided that course, college should produce the copy of the enrollment document of admitted students, duly certified by the examination section. (Indicating that the existing intake was full in the last three years)
Part-3 Perspective Plan for higher learning, research and extension. The Center for higher learning was proposed in each district. Requirements of the statutory bodies like NBA, NAAC intends the generation of research and consultancy in all institutions and to bring the concept of quality education.
Futuristic plans include taking into consideration increasing population, tremendous growth of industries, new technologies, policy of globalization, advent of foreign and private universities, cost based education, computation of educational backlog and quality assurance.
