RTI reveals financial irregularities in 19 Nagpur co-op societies; cases registered against 62 individuals

Audit records show fraud detected in multiple cooperative institutions between 2022 and May 2026; several inquiries still underway

Nagpur: Financial irregularities have been detected in at least 19 cooperative societies in Nagpur district during statutory audits conducted between April 1, 2022 and May 31, 2026, with criminal cases registered against 62 individuals in connection with alleged misappropriation and financial misconduct, according to information obtained under the Right to Information (RTI) Act.

The information was provided by the Office of the Divisional Joint Registrar of Cooperative Societies (Audit), Nagpur Division, in response to an RTI application filed by activist Abhay Kolarkar.

The audit records show that the number of cooperative societies undergoing statutory audit has steadily increased over the years. As of March 2022, audits had been allotted to 3,031 societies, of which 2,503 had been completed. By March 2026, the number of societies assigned for audit had increased to 3,662, with 3,050 audits completed. However, as of May 2026, while 3,887 societies had been allotted for audit, only 58 audits had been completed, leaving 3,829 pending for the current audit cycle.

According to the RTI reply, three societies reported financial irregularities in 2022, two in 2023, six in 2024, two in 2025, three in 2026, and three more up to May 2026, taking the total to 19 societies during the four-year period.

The audit department stated that criminal offences were registered against office-bearers or officials of several societies after irregularities were detected. The highest number of accused was reported in the Utthan Nagari Sahakari Pat Sanstha, where 21 persons were booked. Cases were also registered against 12 persons in Madhuban Urban Credit Cooperative Society, 11 persons each in Shambhavi Mahila Urban Credit Cooperative Society and Disha Nagari Sahakari Pat Sanstha, 10 persons in Jagruti Janseva Urban Credit Cooperative Society, three persons in Dr Babasaheb Ambedkar Nagari Cooperative Credit Society, and one person each in Santaji Nagari Pat Sanstha, Jai Bhim Cooperative Credit Society, and Ascent Multipurpose Cooperative Society.

Among the cooperative institutions where financial irregularities were reported are Poonam Urban Credit Cooperative Society, Madhuban Urban Credit Cooperative Society, Shivaji Housing Cooperative Society, Ascent Multipurpose Cooperative Society, Dr Babasaheb Ambedkar Nagari Cooperative Credit Society, Sant Jaganade Maharaj Urban Credit Cooperative Society, Vidarbha Urban Credit Cooperative Society, Chandrabhaga Urban Credit Cooperative Society, Shikshak Sahakari Bank, Swami Sitaram Nagari Cooperative Credit Society, New Orange City Urban Credit Cooperative Society, Dhanalakshmi Nagpur Mahila Cooperative Credit Society, and several others.

The RTI documents further reveal that inquiries into alleged financial irregularities are still pending against several cooperative societies, including Poonam Urban Credit Cooperative Society, Madhuban Urban Credit Cooperative Society, Ascent Multipurpose Cooperative Society, Shambhavi Mahila Urban Credit Cooperative Society, Shikshak Sahakari Bank, Utthan Nagari Cooperative Credit Society, Swami Sitaram Nagari Cooperative Credit Society, and Disha Nagari Cooperative Credit Society, among others.

However, the audit office clarified that information regarding the total number of closed cooperative societies with incomplete audits and the overall number of societies shut down was not available at its level.

The RTI disclosures are expected to raise fresh questions over financial governance and regulatory oversight in the cooperative sector, particularly as investigations continue into several institutions where audit findings have pointed to suspected financial mismanagement and alleged embezzlement.
