Nagpur News.

There is no peaceful and refreshing place in the world like the gardens which provide comfort and happiness the Mother Nature’s way. The gardens are visited by citizens of all ages to escape the hustle-bustle of day-to-day life. While the aged enjoy fresh and clean environment, the kids go playful with different toys, see-saws, swings, rides, games and other play things.

However, when it comes to NMC and its gardens, the cheaper and inferior the toys, it fits the bill. Now-a-days, almost all NMC gardens have been flooded with low-quality toys and swings for the kids to play with. The reason is that the Garden Department of NMC has been issuing work orders at the rate of 30-40 per cent below the fixed tender rates. The Garden Department has been acting contradictorily as far as NMC Commissioner’s directives are concerned. The Commissioner has specifically stressed upon quality than the below rate work orders. Now, it is clearly evident that quality is taking the severe beating and that too in the children’s toys. “NMC is taking kids for a ride literally” was reaction of some citizens.

The Garden Department floats tenders for installing toys, swings, see-saws, games and other children-interested things in its gardens and various wards. The toys below Rs 50,000 are purchased by quotations and for toys above Rs 50,000, tenders are invited. However, since the past three years, the Garden Department has been accepting tenders which are 30-40 per cent below the rate. Apart from below rate tenders, 10 per cent is security deposit and 10 per cent bounty for bottom to top in the Billing Section is “mandatory.”

The facts clearly point out that inferior quality toys are being installed in the NMC gardens since the past three years as no contractor would be ready to go for costly toys in the below rate tenders. The damaged toys are repaired in such a way that the security deposit of the contractor is anyhow protected by the Garden Department.

The companies like Excel, Uday and another group are playing the games in the tender process leaving the quality suppliers high and dry. It is obvious that the Garden Department officials and office-bearers have been playing the “Dirty Games” at the cost of children’s toys. Moreover, the NMC Commissioner is also being snubbed for stressing on quality.
