Nagpur: In an embarrassing setback for the Nagpur Municipal Corporation’s (NMC) much-publicised cleanliness drive, heaps of garbage and empty bottles of premium liquor were found lying inside the sixth floor of the civic body’s own headquarters, exposing glaring lapses in housekeeping and security.
The shocking discovery was made at the Chhatrapati Shivaji Maharaj Administrative Building, where social and environmental activist Sachin Khobragade found piles of waste along with empty bottles of various brands of foreign liquor. Adding to the suspicion that the premises may have been used for drinking sessions, two glass tumblers were also found lying amidst the trash.

Khobragade, who had visited the Garden Department on Monday, noticed the garbage while walking through the gallery between the Garden and Education Departments to attend a phone call. Disturbed by the condition of the government premises, he recorded photographs and videos of the site and immediately forwarded them to Municipal Commissioner Dr. Vipin Itankar.
Taking swift cognisance of the matter, the Commissioner directed the Solid Waste Management Department to clean the area without delay. Within an hour, sanitation workers cleared the garbage and restored cleanliness in the gallery.
However, while the prompt response prevented further embarrassment, the incident has raised uncomfortable questions about the administration’s internal functioning.
According to Khobragade, the NMC spends crores of rupees every year on citywide sanitation drives under the Swachh Bharat Mission and regularly urges citizens to maintain cleanliness. During the monsoon, the civic body also conducts awareness campaigns to prevent mosquito breeding and the spread of infectious diseases. Yet, the Corporation’s own headquarters was found littered with garbage and apparent evidence of liquor consumption.
The discovery has also triggered concerns over security arrangements inside one of the city’s most important government buildings. Questions are being raised over how empty liquor bottles reached a restricted government office, whether alcohol was consumed on the premises after office hours, and why security personnel failed to detect or prevent such activities.
The incident has cast a shadow over the civic body’s cleanliness campaign, with critics arguing that an administration preaching sanitation to the public must first ensure discipline, cleanliness, and accountability within its own offices.
