Nagpur: The long-pending expansion of the Nagpur Vidhan Bhavan has finally entered the execution phase, with the Maharashtra Legislature Secretariat formally initiating the construction of two major buildings under an ambitious Rs 1,002.76-crore redevelopment project. The mega initiative is aimed at transforming the existing legislative complex into a state-of-the-art administrative and legislative centre before 2028.
The Legislature Secretariat has issued two separate memorandums on July 31, approving the project in two phases. The first phase envisages the construction of a new Legislature Building and Annex at a sanctioned cost of Rs 662.98 crore, while the second phase involves building a 14-storey administrative tower costing Rs 339.78 crore. The combined project cost stands at Rs 1,002.76 crore, considerably lower than the Rs 1,119.80 crore initially proposed by the Maharashtra State Infrastructure Development Corporation (MSIDC).

According to official documents, MSIDC had originally estimated Rs 706.11 crore for the Legislature and Annex Building and Rs 413.69 crore for the administrative tower. However, the estimates were rationalised by a high-powered committee before being cleared by the Cabinet Infrastructure Committee.
With administrative approvals now in place, MSIDC is set to begin the tendering process. A senior MSIDC official confirmed that draft tender documents are being finalised in consultation with renowned architect Hafeez Contractor, along with the Nagpur Municipal Corporation’s Town Planning, Planning and Project Departments.
“The tender process will be initiated shortly so that construction work can commence without delay,” the official said.
The Nagpur Municipal Corporation had already handed over the required land for the expansion nearly a year ago. As part of the redevelopment, the road running behind the existing Vidhan Bhavan will be permanently closed to facilitate construction of the enlarged legislative complex.
The proposed 14-storey administrative building will accommodate legislature-related departments, offices of recognised political parties and other administrative units. It will be connected to the existing Vidhan Bhavan through an underground tunnel, ensuring seamless movement within the complex.
The new Legislature Building will house modern Assembly and Legislative Council halls, committee rooms, offices for constitutional authorities, media facilities and advanced security infrastructure, creating a contemporary legislative ecosystem.
The project will be executed by MSIDC under the Engineering, Procurement and Construction (EPC) model to ensure faster implementation and timely completion.
Chief Minister Devendra Fadnavis has directed officials to complete the entire project by 2028, before the end of the current government’s tenure, making it one of Maharashtra’s most significant infrastructure projects for legislative administration.
