Nagpur: The Nagpur Municipal Corporation has decided to introduce stringent regulations to curb the frequent digging of roads for laying optical fibre cables in the city. Going forward, telecom companies will have to deposit a bank guarantee equivalent to 20% of the total excavation cost with the civic body before digging any road. A proposal to this effect will be presented for approval at the NMC general body meeting on Wednesday.
Under the new policy, the concerned company will bear full responsibility for restoring the road after excavation. It will also have to submit an undertaking guaranteeing the repair of the road. The cost of excavation will be determined based on the Central Public Works Department (CPWD) schedule of rates.
The new proposal was prepared after scrapping the NMC’s old policy and has received the municipal commissioner’s approval. The stringent system is being introduced in view of the frequent digging of roads in the city, the resulting traffic congestion and the inconvenience caused to citizens.

Meanwhile, the issue of delays in approving digital files is also likely to come up for discussion at the general body meeting. Leader of the Opposition Sanjay Mahakalkar has submitted a notice under Section 1 (J). Questions have been raised about training engineers in the digital system, setting a fixed timeframe for file approvals and the impact of delays on development works. Ruling party leader Balya Borkar had also earlier reprimanded officials over the slow file approval process.
