Nagpur: Expressing serious displeasure over the authorities’ failure to curb rampant traffic congestion and illegal encroachments in Dhantoli and Ramdaspeth, the Nagpur Bench of the Bombay High Court has directed Deputy Commissioner of Police (Traffic) Aditya Mirkhelkar and the Assistant Commissioner of the Nagpur Municipal Corporation (NMC) to remain personally present before the court.
A Division Bench comprising Justice Urmila Joshi-Phalke and Justice Raj Wakode issued the stern directions on Tuesday while hearing a Public Interest Litigation (PIL) filed by the Dhantoli Nagarik Mandal, observing that despite repeated judicial directions, the ground situation has shown little improvement.

The court ordered the two senior officers to jointly inspect the affected localities and submit a comprehensive report by September 1. The inspection will focus on traffic movement, parking arrangements, implementation of one-way routes, and the widespread parking of vehicles, particularly four-wheelers, on public roads.
The Bench took strong exception to the continued violations, noting that vehicles are still being parked in no-parking zones near several hospitals while many congested stretches remain without proper no-parking notifications. The petitioners, represented by Advocates Ashutosh Dharmadhikari and Ashwin Deshpande, argued that the authorities had failed to implement the court’s earlier directions in both letter and spirit.
Questioning the apparent inaction of the civic and traffic authorities, the High Court directed the DCP (Traffic) and the NMC Assistant Commissioner to remain present before the Bench at 2.30 pm on September 1 to explain the lack of effective enforcement.
During the hearing, the court was informed that the NMC had issued show-cause notices to several hospitals in Dhantoli during February and March over alleged unauthorized constructions. However, some establishments contested the notices, claiming they were merely operating small clinics. The Bench also revisited its earlier concern on whether penalties could be imposed on citizens violating prescribed traffic and civic regulations.
Earlier, in an affidavit filed in December 2025, the Traffic Police had claimed that no-parking zones and one-way traffic systems had been introduced at several locations. The petitioners disputed these claims, prompting the High Court to appoint a one-member fact-finding committee headed by Advocate J.B. Gandhi. The committee’s report found that traffic congestion, indiscriminate parking and encroachments continued unabated at several locations, lending credence to the petitioners’ allegations.
