More skeletons, worth crores, peep out from 1000-acre Govt land grab by mafia in district

According to reports and sources, the epicenter of the scam is Dahegaon (Rangari) town near Khaparkheda coming under Saoner Assembly segment and Ramtek Lok Sabha constituency, hardly 18-20 km away from Nagpur, the Second Capital. If the Government investigates the entire episode transparently, it can fetch Rs 20-30 crore revenue in various forms. The scam is in so big proportions, the Stamp Duty at the rate of 6.50 percent on each of thousands of plots sold could have filled the coffers of State Government in crores.

The sordid episode of grabbing of 1000-acre Government land by mafia and subsequent selling of thousands of plots from illegally carved out layouts is taking nasty turns and twists with each passing day. More and more digging is throwing more and more skeletons worth crores of rupees.

It may be recalled, Nagpur Today had flashed a report titled “Land mafia grabs 1000-acre Government land, creates illegal layouts, sells plots to thousands” wherein it was reported that the land mafia not only grabbed 1000-acre Government land in daylight but also sold hundreds of plots of the illegally carved layouts in a well-planned conspiracy. The role of some higher and lower ranked employees has come under cloud in the entire sordid episode.  The sources had said, the land mafia carved out illegal layouts from the 1000-acre land mostly belonging to Irrigation Department, Canal  Department and Revenue Department in Mauja Dahegaon Rangari in Nagpur District.

The Dahegaon (Rangari) Gram Panchayat was earlier ruled by Kedar group. However, the scam got exposed after deep scanning of documents perused by Nationalist Congress Party (NCP) under the leadership of Kishore Chaudhary. NCP is now ruling the Dahegaon (Rangari) Gram Panchayat. The NMC is carrying out investigation of documents pertaining to 1962 till today. The Dahegaon (Rangari) town has 4000 plot holders, sources said.

According to reports, the then Block Development Officer (BDO), in a meeting of Gram Panchayat held in 2005, had ordered not to give sanction to illegal layouts coming under the Gram Panchayat. If the sanction has be given, the land must be converted into a non-agricultural land, the BDO order had said. However, the Dahegaon (Rangari) Sarpanch Sarode, got a Resolution (No. 5/23) passed on December 27, 2005 and thereby permitted creation of layouts and selling of plots. Moreover, in 2008, the then Gram Panchayat Sarpanch, on September 25, 2008, gave permission to a plot holder Amar Sunderlal Badwaik (Property No. 518, 776, 777) for constructing a building on his plots. However, there is no record in Gram Panchayat about any permission. A map of the building was also sanctioned in 2008 itself. In fact, Badwaik actually purchased the plot in 2010 and construction of building is going on, sources said.

Approximatly 100 old and new layouts come under Dahegaon (Rangari) Gram Panchayat. Investigation of 50-60 layouts has been done till now. It will take a week or two to complete the investigation of other layouts. The Gram Panchayat, as an investigation process, will first send notices to layout owners, the then office-bearers of Gram Panchayat and plot holders. Some notices to plot holders have already been sent. After completing the process, criminal offences will be filed against guilty with the help of Government and police, sources said.

Following is list of layout owners, plot holders who have been sent notices after  investigation into some layouts:

1) Layout holder Chandramouleshwar Keshavprasad Bagdia (Khasra No. 121/2, 120/2) sold 20,000 sq ft of land reserved for Nahar and Paan Dhan Canal and Water resources).Apart from this land, Bagdia sold 31748.84 sq ft of land in Khasra No. 63 B reserved for Shiv  Canal and Water Resources.

2) Layout holder Chandrabhan Lahanuji Marotkar, in connivance with former Sarpanch Sarode and Secretary Ramesh Bannagare, sold land of Pench Project (Survey No. 145/) Shiv Paan Dhan land (Reserved for joining two roads) and Government land of 1.20 sq ft reserved for Water resources.

3) Layout holders Santosh Jogeshwar and Shashidhar Umakant Pandit possess Registry of land under Khasra No. 143 but did not have ownership right documents. But still, both sold Government land admeasuring 0.50 hectare. Jogeshwar and Pandit also sold 6877.14 sq ft land on papers only. But the land does not exist at all. Apart from the above land, both layout holders, with the help of former Deputy Sarpanch’s signature,  sold 1500 sq ft, 1650 sq ft, 3346.87 sq ft, 2010 sq ft lands belonging to Government and reserved for Canal and Water Resources. The trio also sold 112.35 sq ft land coming under Khasra No 56/4 reserved for Canal and Water Resources. Shashikant Pandit additionally sold 35.12 sq ft land of Canal.

4) Layout holders Devrao Honiyaji Nimje and Mahendra Rathod were sold the same farm land. However, both connived with each other and not only created layouts and sold them but also trapped the original land owner to escape the law. Nimje also sold Canal land admeasuring 13848.50 sq ft.

5) Layout holder Sudesh Hiraman Patil (Khasra No. 141/1) 2170 sq ft additional land of Canal. ‘

6) Layout holder Mahendra Gulabsingh Rathod sold 36,300 sq ft land reserved for Canal and Water Resources including 1175.6 sq ft additional land regardless of Registry and sanctioned map.

7) Layout holder Salim Aziz Kharva has .30 hectare R land on papers but there is no record in Gram Panchayat. Kharva sold 4350 sq ft land reserved for Canal and water Resources on the basis of Registry.

8) Layout holder Sudhakar Shravan Vadaskar (Khasra No. 166-A and 167) sold Rs 1500 rated 150 sq ft land reserved for Canal and Shankar Bhole Deosthan.

9) Layout holder Santosh Kishanlal Rai (Khasra No. 53/A) sold approximately 10,000 sq ft land of Canal.

10) Layout holder Anand Udaynarayan Singh (Khasra No. 93) sold Canal, Pench Project’s additional 20,000-25,000 sq ft land. Singh also cheated people by selling the same plots to more than 5 people. Anand Singh also sold Canal land coming under Khasra No. 56/1. Moreover, Singh converted Government lands and road lands into plots and sold them.

11) Layout holder Mahadeo Tryambak Tajne sold Canal and additional 3710 sq ft land.

12) Layout holder Nitin Dwarkaprasad Jaiswal (Khasra No. 49) sold 20,000 sq ft land belonging to Revenue Department. Arvind Sarode, husband of the then Sarpanch, became owner of some plots illegally and sold plot number 2571/1, 2580/2, 2581/3 without permission of Nitin Jaiswal.

The illegal deals of layouts and plots show the gigantic proportions of the scam. The land mafia not only dented the Government coffers but cheated thousands of plot purchasers. It is obvious that without the blessings of the higher authorities, the scam could not have taken place, sources said.
