Maharashtra Cabinet clears Rs 300-crore Medical Cyclotron Project in Nagpur

Nagpur: In a landmark decision that could revolutionise cancer diagnosis, treatment and medical research in Central India, the Maharashtra Cabinet on Tuesday approved the establishment of a High Energy Medical Cyclotron Project (HEMCP) in Nagpur with an estimated investment of Rs 300 crore. The ambitious project is expected to significantly improve access to advanced cancer care while positioning Nagpur as a leading hub for radiopharmaceutical production, nuclear medicine and oncology research.

The decision was taken during a Cabinet meeting chaired by Chief Minister Devendra Fadnavis, marking one of the most significant healthcare infrastructure announcements for the Vidarbha region in recent years.

Major relief for cancer patients

At present, patients requiring specialised radioactive isotopes for PET-CT scans and nuclear medicine procedures often depend on supplies transported from metropolitan centres such as Mumbai and Hyderabad. Due to the short shelf life of these radioisotopes, transportation delays frequently affect diagnosis and treatment schedules.

The proposed cyclotron facility will manufacture these critical isotopes locally, ensuring timely availability and reducing dependence on distant centres. Experts believe the project will drastically improve early cancer detection, precision diagnostics and targeted treatment for thousands of patients across Maharashtra and neighbouring states.

The facility is expected to serve patients from Maharashtra, Madhya Pradesh, Chhattisgarh, Telangana and Andhra Pradesh within a radius of nearly 500 kilometres, making it one of the most strategically located cancer-care support facilities in the country.

Nagpur chosen for strategic advantages

The State Government has identified Nagpur as the ideal location due to its central geographical position and the presence of several premier healthcare and research institutions, including AIIMS Nagpur, the National Cancer Institute (NCI), Government Medical College and Hospital (GMCH), and Indira Gandhi Government Medical College and Hospital (IGGMCH).

Medical experts say the project will not only strengthen cancer treatment infrastructure but will also create opportunities for cutting-edge research in radiopharmaceuticals, nuclear medicine and advanced oncology therapies.

30 hectares land allocated in Hingna

For the project, the Government has approved the allotment of 30 hectares of land at Bhansoli (Kinhi) in Hingna tehsil. The vast campus is expected to accommodate the cyclotron facility, research laboratories, production units, training centres and supporting infrastructure required for the development of a world-class radiopharmaceutical ecosystem.

Out of the total Rs 300 crore project cost, Rs 150 crore will be provided by the Medical Education Department. The remaining expenditure will be shared equally between the Medical Education Department and the Industries Department.

Officials said the final financial allocation towards land development, construction, advanced machinery, radiation safety systems and manpower requirements will be determined after preparation of the Detailed Project Report (DPR).

Transforming Nagpur into a radiopharmaceutical innovation hub

Beyond patient care, the project aims to establish Nagpur as a national centre for radiopharmaceutical innovation. Radioisotopes produced at the facility will support PET imaging, cancer therapies, neurological disease diagnosis, cardiac imaging and other specialised medical applications.

The project is expected to attract scientists, researchers, healthcare professionals and biotechnology companies, creating a strong ecosystem for innovation and skill development in nuclear medicine.

Experts believe the facility could eventually place Nagpur among the country’s leading centres for advanced cancer research and radiopharmaceutical manufacturing.

To ensure efficient implementation and management, the Cabinet approved the formation of a Special Purpose Vehicle (SPV) under the Companies Act, 2013. The Commissioner of Medical Education will serve as Chairperson of the SPV, while the Development Commissioner (Industries) will act as Co-Chairperson. The Chief Executive Officer of the SPV will function as Member Secretary.

The governing body will include representatives from key government departments and renowned institutions, including the Health Services Department, Food and Drug Administration, Nagpur Municipal Corporation, district administration, GMCH, IGGMCH, AIIMS Nagpur, National Cancer Institute, Tata Memorial Centre, IIT Bombay, IIM Nagpur and the Bhabha Atomic Research Centre (BARC).

Specialists in nuclear science, radiation safety and radiopharmaceutical technology will also be part of the decision-making structure.

Until the SPV becomes fully operational, a high-level Steering Committee will oversee the project’s execution. The committee will be headed by Dr Srikar Pardeshi, Principal Secretary to the Chief Minister. Nagpur Municipal Commissioner Dr Vipin Itankar will serve as Member Secretary, while Medical Education Commissioner Anil Bhandari, Dr Kailas Sharma of the Cancer Care Project and Dr Anand Pathak of the National Cancer Institute will be among its members.

Healthcare experts have described the Cabinet’s approval as a transformative step for cancer care in Central India. Apart from reducing treatment delays and transportation costs, the facility is expected to boost medical education, advanced research, specialised training and innovation in oncology.

With cancer cases rising across the country, the High Energy Medical Cyclotron Project is being viewed as a critical investment that could save lives through faster diagnosis, better treatment outcomes and expanded access to world-class healthcare facilities for millions of people across the region.
