Nagpur: Maharashtra Chief Minister Devendra Fadnavis on Monday defended the proposed changes to the Foreign Contribution (Regulation) Act (FCRA), asserting that organisations working transparently and within the law would not face any difficulty under the tightened framework.
Fadnavis said the proposed legislation was aimed at plugging loopholes allegedly being exploited by certain organisations to bring foreign funds into India and divert them towards unlawful or anti-national activities.

“The purpose of bringing the FCRA Bill is to prevent misuse of foreign funds. Some organisations have been continuously receiving money through FCRA and using it for anti-national activities,” Fadnavis said.
He maintained that genuine organisations would continue to receive foreign contributions as long as they complied with the law and maintained proper financial records. “Those doing good work will face no obstacle or difficulty because of this Bill. The FCRA provisions will remain in place, and organisations maintaining proper accounts will continue to receive licences,” he said.
Responding to concerns and criticism surrounding the proposed amendments, Fadnavis said the issue should be debated in Parliament rather than viewed through the prism of any particular community.
“If anyone has anything to say on the issue, they can raise their points in Parliament. This is not an issue concerning any particular community,” he said.
The Chief Minister also rejected the perception that the FCRA framework was specifically targeted at Christian organisations.
“FCRA is not meant only for Christian organisations. It applies to all organisations, irrespective of the community they belong to. Every organisation receiving foreign donations has to comply with FCRA provisions,” he said.
The Foreign Contribution (Regulation) Amendment Bill, 2026 was reintroduced in the Lok Sabha during the ongoing Monsoon Session. The proposed legislation seeks to amend the FCRA, 2010, with an emphasis on greater transparency and accountability in the regulation of foreign contributions.
Among its key provisions is a proposal to establish a Designated Authority to oversee foreign contributions and assets acquired from such funds in cases where an organisation’s FCRA registration has been cancelled, surrendered or has lapsed.
Fadnavis backs NCP-PM meeting
Fadnavis also backed the recent meeting between Nationalist Congress Party leaders and Prime Minister Narendra Modi, describing it as a positive development.
He said there was no reason to attach political significance to the meeting merely because the NCP is a political party.
“The Prime Minister does not belong to any particular party; he belongs to the country. Therefore, there is nothing wrong if someone meets him,” Fadnavis said.
Drawing a parallel with his own interactions with opposition leaders, he said people from different political parties regularly approach him with issues concerning their constituencies and other matters.
“Since I am the Chief Minister, many people from opposition parties also meet me and discuss their work. There is no reason to look at such a meeting from a different perspective. If they are meeting the Prime Minister, it is a good thing,” he said.
CM to join Tiranga Yatra events
Fadnavis also outlined his schedule for the Tiranga Yatra campaign. He said he would participate in programmes in Mumbai and Pune and attend the rally scheduled to be held in Chhatrapati Sambhajinagar on August 14.
