The Chief Minister should have declared the situation in the rain-hit Vidarbha region as Wet Drought or calamity. The Package will create more problems than relief for the genuine beneficiaries.  The terms and conditions themselves have been found seriously flawed thus createing a perfect  situation for those babus to raise their ugly heads. The Package has already left the people in general and the farmers in particular fuming and groaning.

Nagpur News: The Special Relief Package, announced by the Chief Minister Prithviraj Chavan for rain-ravaged farmers of Vidarbha, will certainly crop up an opportunity for the concerned authorities to indulge in corrupt deals. In simple words: The Package money will either go back Government coffers or the genuine beneficiaries will be denied the benefits or the money could go to non-beneficiaries.

The following facts and figures of the Special Relief Package were to be scanned minutely and specifically, then the opportunities for corruption could be found well-hidden in the Package.

Firstly, the Chief Minister should have declared the situation in the rain-hit Vidarbha region as Wet Drought or calamity. The Package will create more problems than relief for the genuine beneficiaries.  The terms and conditions themselves have been found seriously flawed thus createing a perfect  situation for those babus to raise their ugly heads. The Package has already left the people in general and the farmers in particular fuming and groaning.

Secondly, according to the Relief Package, Rs 7,500 per hectare for paddy (rice) crop and Rs 5000 per hectare for other crops like soybean would be given as compensation to farmers. A hectare of farm land, if converted  into acres, the figure comes to 2.5 acres. It means those farmers having farm land less than a hectare would be robbed of the benefits of the Special Relief Package.

The Package should have covered all the farmers even if a farmer owns an acre. Moreover, the farmers having just a foot of farm land less than the hectare, they would also be denied the benefits of the so-called Special Relief Package announced by the CM with the wordings “The Special Relief Package would wipe out tears of the farmers in Vidarbha.” But, if  the ground reality is scanned properly, it appears, would “wipe out” the farmers themselves.

Thirdly, who will decide the real beneficiaries and to whom the compensation be paid? This aspect holds the water and this is the dubious ground reality which could pave the way for corruption. The role of a Patwari will come under the clouds of suspicion as he is the only decider of  the genuine beneficiaries of the Package. If the Patwari is alert and well-apprised of the reality as who is the genuine beneficiary.A dispute will result in two certain developments: The Package money will either go back to Government coffers or the genuine beneficiary is denied of the much needed compensation.

This crucial aspect comes into picture as hundreds of farmers have been finding themselves in a complicated sitations. The names the farmers have not been put on records of real owners of farm lands under the Saat Bara (7/12) even though they purchased the farm lands years ago. The scanner found that the names of the farmers who “spend” (Bribe) Rs 15,000-20,000 are brought in records. This fact will expose the black picture of the situation thus give a gigantic scope for corruption. The Special Relief Package is certainly going to harvest a massive scam.
