
The decision was taken during a meeting of the Civil Engineering and Project Special Committee chaired by Ashwini Jichkar, amid growing concerns over unauthorized structures and violations of approved building plans.
NMC Targets Builders Violating Approved Plans
According to officials, multiple cases have surfaced where builders allegedly carried out additional construction beyond the plans approved by the Town Planning Department.
Civic authorities said several projects were found deviating from sanctioned layouts after obtaining permissions, leading to a sharp increase in unauthorized structures across different parts of Nagpur.
To tighten monitoring, the committee directed that builders and architects must now obtain an Occupancy Certificate after construction is completed and verified as per approved plans.
The move is expected to help the civic body identify violations before buildings are occupied or sold.
Strict Monitoring and Action Planned
During the meeting, Ashwini Jichkar emphasized that architects and developers are legally expected to follow sanctioned building plans without deviation.
She also instructed officials to provide zonal offices with complete details of approved layouts so local authorities can physically verify ongoing construction work.
Officials warned that if illegal deviations are detected:
- Strict action may be taken against builders
- Unauthorized portions could face demolition
- Architects involved in repeated violations may be blacklisted
The committee also sought detailed records of:
- Total building plans approved
- Number of Occupancy Certificates issued so far
Demolition Drives Against Illegal Structures
Vice-Chairman Pradeep Pohane directed officials to begin zone-wise demolition drives against unauthorized constructions and encroachments.
According to the committee, illegal structures have increasingly appeared on lands reserved under the city’s Development Plan (DP), raising concerns over urban planning violations.
Officials from all zones have now been instructed to take immediate action against encroachments on reserved land and stop further unauthorized development.
Why Occupancy Certificates Matter
An Occupancy Certificate is issued only after civic authorities verify that a building has been constructed according to approved plans, safety norms, and legal regulations.
Without an OC:
- Buildings may be considered unauthorized
- Property transactions can face complications
- Water and utility approvals may become difficult
- Homebuyers may face legal risks in future
The latest decision by the Nagpur Municipal Corporation is being seen as one of the city’s strongest steps yet to curb illegal construction and improve urban regulation enforcement.
