Nagpur: The Nagpur bench of the Bombay High Court has pulled up traffic police over the persistent parking and traffic congestion problems in Dhantoli, observing that repeated enforcement drives are not a permanent solution.
The court was hearing two PILs filed by Dhantoli Nagrik Mandal, highlighting unauthorised roadside parking, encroachments and alleged commercial use of parking spaces by hospitals. The PILs have been pending since 2012, with the court issuing directions on the issue over the years.
A division bench of Justices Urmila Joshi-Phalke and Raj Dhanuka questioned the effectiveness of the measures taken by traffic police. Deputy Commissioner of Police (Traffic) Aditya Mirkhelkar was present before the court and submitted an affidavit detailing recent action against encroachments and illegal parking.

The bench, however, expressed dissatisfaction with what it considered temporary measures. The court observed that authorities could take action at one point, but the same parking situation could return within an hour.
The High Court directed authorities to effectively implement the revised traffic notification issued on July 16, 2024. The notification provides for a one-way traffic system, no-parking zones and designated P-1 and P-2 parking arrangements in Dhantoli.
The court stressed that proper implementation of these measures, rather than repeated short-term drives, is necessary to address Dhantoli’s long-standing parking and congestion problems.
