
Nagpur: The Nagpur Bench of the Bombay High Court has issued contempt of court notices to several senior State officials for allegedly violating an undertaking given before the court regarding exemption of All India Permit buses from parking restrictions in Nagpur.
The notices have been issued to Nagpur Police Commissioner Dr Ravinder Kumar Singal, DCP Traffic Lohit Matani, Anup Kumar Singh, Principal Secretary (Home Department); DGP Rashmi Shukla; and State Transport Commissioner Vivek Bhimanwar.
A Division Bench comprising Justice Anil Kilor and Justice Rajneesh Vyas passed the order while hearing a Contempt Petition connected to an earlier Writ Petition filed by bus operators Om Gupta, Virendra Bube, Mohd Rafique, and Umesh Gupta.
The petitioners alleged that despite the Government’s undertaking on August 22, 2025 assuring the Court that All India Permit buses would be exempted from the parking ban notifications issued on August 12 and September 12, Nagpur Police continued issuing challans to such buses in violation of the undertaking.
The petitioners have also challenged the order issued by the DCP Traffic restricting entry of private passenger buses into Nagpur city between 8 am and 10 pm, arguing that the DCP has no authority under Section 115 of the Motor Vehicles Act to impose a blanket ban or to designate parking locations outside municipal limits. They contended that the restrictions infringe upon their fundamental rights under Articles 14, 19(1)(g), and 21 of the Constitution.
Additionally, the operators accused the State Government of failing to provide designated parking areas and bus stops as mandated under Section 117 of the Motor Vehicles Act and related regulations.
Advocate Dr Tushar Mandlekar, appearing for the petitioners, produced two challans reportedly issued on September 16 and October 4 against buses holding valid All India Permits, calling the action a clear instance of harassment despite the Government’s assurance.
The High Court has directed all respondents to file their replies by January 30, 2026.
