Nagpur News : A comprehensive training on International Humanitarian Law was imparted to the 41 Army Officers attending Middle Level Commanders and Staff Officers Law course from various formation HQs across the country at the Institute of Military Law, Kamptee Cantt. The aspects regarding treatment of non state actors on apprehension/arrest of terrorists/insurgents at the hands of Defence Forces while deployed on active service or working in counter insurgency operation were discussed.
Great emphasis was laid on protection of life and liberty of the civilians in such operational contingencies as also ‘doctrine of collateral damage’ for carrying out such operations in the interest of national security. A team comprising of Brig (Retd) M B Anand, VSM and Dr Anuradha Saibaba, representative of International Committee of Red Cross (ICRC), Regional Delegation, New Delhi conducted the training.
On this occasion, Brig D K Ahluwalia while addressing the Army Student Officers informed them that International Humanitarian Law also known as Laws of Armed Conflict (LOAC) is applicable and inseparably associated with handling of conflicts, forms its foundation in the Public International Law. Such training of the student officers introduced recently in the areas of handling insurgents and terrorists and the treatment to be meted out to them would be of immense value to the Army Student officers.
