Nagpur: Merging rail budget and general budget won’t do any good, railways will lose its autonomy. Subsequent governments have not understood the strength of Indian Railways. It is very easy to dismantle something but very difficult to create something. I would support the merger of budget if government thinks it will help Railways, but I believe importance of Railways will go away on the merger of Budget.
Although the detailed procedure to merge the two budgets is yet to come out, my own feeling is that the finance ministry will have to grant a lot of autonomy to Railways because Railways Ministry cannot be treated like any other departments of the government.
