Pune Pattern likely to be adopted by NMC to recover Property Tax

The Property Tax process, system, and recovery have been totally computerized in Pune Municipal Corporation. And the computers are pouring and pouring in Rs 800 crore annually to PMC exchequer. The PMC has been recovering the property tax on the basis of a point between the ready-reckoner and the base rate.

Nagpur News: Pune City. Vidya Nagari. City of Knowledge. Maharashtra’s Capital City of Scholars. The city is likely to fill the coffers of Nagpur Municipal Corporation (NMC) up to the brim. Of course, indirectly as a guide and philosopher.

The battle-scarred NMC’s Property Tax  Department, battered and bruised by blazing bombardment byNagpur Today on various scams, dirty deals with robbers of Property Tax in almost all fields and cheating by its own babus thus making the NMC poorer, poorer, and poorer. (For example, no salaries to its employees), has found a ray of hope in Pune city.

Now, NMC bosses, in order to make the Property Tax process transparent, are considering to implement Pune Pattern in the near future. Recently a team of Corporators and higher officials travelled to Pune and minutely studied the sturdy system of recovery of Property Tax by Pune Municipal Corporation (PMC). After the study, the “knowledgeable” NMC team hoped that Pune Pattern could be a path finder in removing shortcomings in the system and recovery of Property Tax in the Second Capital. The Property Tax process, system, and recovery have been totally computerized in Pune Municipal Corporation. And the computers are pouring and pouring in Rs 800 crore annually to PMC exchequer.

The NMC has been jolted to the core by the lack of proper assessment, and even, no assessment at all, too, of properties in Nagpur. Still properties of crores of rupees have been out of bound of the NMC. The PMC has done assessments of about 7.5 lakh properties out of which 5.5 lakh property owners have paid their taxes. The figures of Nagpur could leave even a child dumbfounded. Over 6 lakh property owners have been registered with the NMC. And, the all-important assessments of over 50 per cent of properties have not at all done by the “Cash Rich” NMC. The NMC never considered the property tax as important as it could have been. The Property Tax, which had been a powerful source of revenue since past many years, deserved more attention of the NMC bosses. The outcome is monstrous. Crores and crores of Property Tax is being stolen, robbed, pilfered by the con top shots in every field of mankind. Not to mention with connivance, conspiracy, slyly with NMC babus. Without their blinded sights no wrong could be done. “Blinded and unmoved by heavy pockets.”

However, the citizens are angry as they are receiving the Demand Notes much much earlier. The NMC bosses and the citizens are pondering over assessments of properties in accordance with ready-reckoner or base rate. However, the PMC has been recovering the property tax on the basis of a point between the ready-reckoner and the base rate. Apart from this system, the financial progress in every area has been the basis for recovering the property tax. For the very same reason neither the citizens bless the department men with any bounty nor the citizens are burdened with any additional amount. The payment of the Property Tax is online which proves very handy to the payers. The Property Tax Department’s 40 Inspectors have been capable of resolving problems of citizens and providing the required services to them.

The NMC team carried out the study tour on July 22. The PMC’s Deputy Commissioner Hemant Nikam apprised the NMC team of Property Tax Department’s entire aspects.

The all-party NMC team was led by the Chairman of Property Tax Recovery Committee Girish Deshmukh. The other members of the team included members of this Committee, Sub-Judiciary Committee, and Zone Chairmen, Tax Committee Deputy Chairperson Divvya Dhurde, senior Corporator Sunil Agrawal, BSP Group Leader Murli Meshram, Gopal Bohre, Kalpank Bhanarkar, Shiv Sena Group Leader Sheetal Gharat, Mangala Gavare, Kanta Rarokar, Vasudeo Dhoke, Tax Superintendent Shashikant Hastak, Madan Subhedar, Dhakate and other 17 people. However, no NCP, MNS, Muslim League, Bharip-Bahujan Mahasangh leaders were part of the team.
