People’s participation ‘must’ for PPP project like 24×7 water supply : OCW CEO

Nagpur: “Participation & involvement of ‘People’ -the fourth ‘P’, in ongoing under Public-Private- Partnership (PPP) based uninterrupted water supply project (24×7 water supply project), is not only crucial but is a ‘must’”, stated Sanjoy Roy, Chief Executive Officer (CEO) or Orange City Water.

To involve these ‘People’ in the project, The Nagpur Municipal Corporation (NMC) and Orange City Water jointly (OCW) have taken up various initiative and reaching out to ‘citizens-the people’ through a special campaign named as ‘Jal Samwad: A communication with People’ (जलसंवाद ), he added. N M Bangre, Chairman of IWWA, Dr Pawan Labhshetwar, Secretary IWWA, R D Jadhav, EE (O&M), NMC were special guests on the occasion.  Sanjoy Roy further stated that NMC-OCW which has been implementing the
uninterrupted water supply project (24×7) under Public-Private- Partnership (PPP) concept in Nagpur is also giving special emphasis for reaching out to all the social strata- the fourth ‘P’ – The people under this campaign.

“Under ‘Jalsamvaad’, a bunch of activities are being conducted by NMC-OCW which includes reach out to college and school students, reach out to fourth ‘P” as PPPP (People-Public-Private –Partnership project) through programmes like Mohalla meetings, Senior citizen meeting, self-help group meetings, creating “Water Friends”, conducting health camps for slum dwellers , etc”, he said.

On the occasion Sanjoy Roy informed that the implementation work of NMC’s ambitious Uninterrupted Water Supply Scheme has been going on for last 3 years now. During this time, this ambitious project has continued its march towards the goal taking many important leaps. In the recently held launch of ‘AMRUT’ and ‘Smart City’ programmes at New Delhi, the Nagpur Uninterrupted Water Supply Scheme was showcased as ‘Model’ and
Hon’ble Prime Minister Narendra Modi opined that other cities should replicate this project. This project work is going on in two parts, viz. Operation & Maintenance and Rehabilitation. The Rehabilitation works include pipe laying and replacement of connection along with meters.

The rehabilitation work is going on in 52 areas of city. This works are continuously in process. The target is to lay 675km of pipe and replacement of 3,20,211 connections. Roy informed that OCW has been using modern technology and practices like Trenchless Technology – For the safety of the citizens, the Trenchless Technology, also known as Horizontal Directional Drilling, is being used for pipe laying. Online Bill Payment – To facilitate bill payment for consumers, Online Bill Payment facility is provided to consumers under the Uninterrupted Water Supply Scheme. GPS Tracking of Tanker Movement – Tanker Management is considered to be a very sensitive wing of water supply system. To manage it effectively, GPS is used to control and monitor the tanker movement.

Roy 1This has helped in reducing malpractices in Tanker Management too. GIS/ SCADA – All the water consumers in the city are being mapped on GIS while with the help of SCADA, all the WTPs and ESRs are being monitored. Toll Free Helpline – Giving utmost importance to Customer Service a 24×7 Toll free helpline is made available by Nagpur Municipal Corporation and Orange City Water. ESR Cleaning System – NMC-OCW is conducting ESR Cleaning Campaign for improving water quality. A self-developed system is used for the cleaning process. Under this campaign, all the ESRs have been cleaned twice and third round is in process.

“All these works are continuously underway and the project is marching ahead with a goal of strengthening of water supply system of Nagpur”, Roy stated.
