Chief Minister issues orders
Nagpur: Corporator Prakash Totwani held a special meeting with the Chief Minister Devendra Fadnavis in order to discuss issuing of birth certificates to transgenders. During the meeting, Chief Minister Devendra Fadnavis said that according to a new ordinance of the Central Government, transgenders are to be soon issued birth certificates.
After the meeting, Prakash Totwani while speaking to the media personnel stated that these transgenders were not issued birth certificates from Local Self-governed institutions or any government office till date.
Prakash Totwani claimed that he had raised this issue under Maharashtra Municipal Corporation Act Section 44 during the General Body Meeting of Nagpur Municipal Corporation. The Chief of Birth-Death Registration Department had said that there is no provision for a separate registration for the transgenders in Nagpur Municipal Corporation, under which they can be issued Birth Certificates.
Totwani said that a letter was sent to the State Government by Nagpur Municipal Corporation on February 10, 2015 seeking directions on the issue of Birth Certificates to transgenders. The State Government had then sent a reply stating that they do not have any authority to issue Birth Certificates to transgenders, while the Election Commission has recognized the transgenders and has given them the rights to get enrolled in the Electoral role. The Central Government has also issued Adhar Card to the transgenders too. Other Semi-Government agencies have also issued identity cards to these transgenders.
According to Totwani, many Local Self-Governed Agencies issue Death Certificates to these transgenders.
Nagpur Municipal Corporation issues registrations to pets but is not doing justice to the transgenders alleged Totwani. During this Special Meeting Chief Minister Devendra Fadnavis claimed that the Central Government has issued an Ordinance through which the transgenders will soon be issued Birth Certificates.
