In a significant development, the Market Department of Nagpur Municipal Corporation on Tuesday announced allocation of zone-wise space for hawkers at nine different locations in the city. According to directives of Nagpur Bench of Bombay High Court, the ‘Town Vending Committee’ held a crucial meeting that was attended by NMC official Ravindra Deotale, NIT official Gaur, ACP Mohd Ashfaq, TVC member and General Secretary of Hawkers’ Union Razzak Quereshi among others.

It may be recalled that the Nagpur Hawkers Sanghatana had filed a writ petition in the High Court against police action. The petition had stated that the NMC removes the hawkers from one place to other but do not provide alternate place to them. It is violation of basic right to carry out business, stated the petition. Giving a ruling on the petition, the High Court said that it is not proper to carryout business on roads and at the same time directed the Government to prepare “Hawker Zone” Policy. Accordingly, “Hawker Zone” and Non-Hawker Zone” were to be determined. However, no such zones were determined forcing the hawkers to file a fresh petition in the court.

According to TVC (Town Vendor Committee) member Razzal Qureshi, the NMC had created hawkers zones at such places where business was not possible or was negligible. No customers would visit the place. Moreover, traffic gets affected due to congestion.

The hawkers allotted spaces are as follows:
1) From Rural RTO Office to Patankar Square –12
2) Kapil Nagar to Nari Road – 14,
3) In front of Kalpana Talkies, Mankapur – 22
4) Besides Mangalwari Bazaar – 65
5) Opposite Gittikhadan Police Station – 39
6) Dubai Market, District Collectorate premises – 24
7) Opposite Kamal Talkies – 132
8) Below Dahibazaar Fly Over – 13
9) Prajapati Nagar to Minimata Nagar – 98

Earlier, in the first phase, the NMC Administration had allotted space to 60 hawkers at footpath in front of Matru Seva Sangh, 56 hawkers at footpath along Maharajbagh and space to 110 hawkers at footpath near Ganeshpeth Bus Stand.

In the coming days, plying of three wheelers and four wheelers will be banned on Sitabuldi Main Road from 12 noon to 8 pm. This road and nearby area has space for 344 shops. These shopkeepers will be asked to park their vehicles at the designated parking place. Two-wheelers have been excluded from the ban. After 8 pm, the road will be free for traffic. During 12-8 pm period, hawkers are going to be allocated space on the road.
