Nagpur: A new judicial roster came into force at the Nagpur Bench of the Bombay High Court from Monday, August 10, bringing a fresh allocation of cases among various Division Benches and single-judge benches.
A notification issued recently has reassigned the subject-wise jurisdiction of the benches, covering a wide range of matters including public interest litigations, criminal cases, civil appeals, service disputes, taxation, environmental issues, arbitration and bail applications.

Under the new roster, the Division Bench comprising Justice Anil Kilor and Justice Rajnish Vyas will hear all public interest litigations. The bench will also deal with writ petitions concerning tenders, challenges to orders passed by the Maharashtra Administrative Tribunal (MAT) and Central Administrative Tribunal (CAT), environmental matters and petitions relating to court infrastructure.
Appeals filed under Section 13 of the Commercial Courts Act, civil matters instituted in 2022 and thereafter, and appeals relating to arbitration will also fall under the jurisdiction of this bench.
The Division Bench of Justice Anil Pansare and Justice Nivedita Mehta will hear matters concerning the Maharashtra Employees of Private Schools (Conditions of Service) Regulation Act, commonly known as the MEPS Act. Service-related disputes involving Zilla Parishads, Municipal Councils and Municipal Corporations will also be listed before this bench.
Its jurisdiction will further include contempt appeals, first appeals, Letters Patent Appeals, civil matters instituted up to 2021, and petitions, appeals, applications and references concerning direct and indirect taxes and customs.
The bench of Justice Urmila Joshi-Phalke and Justice Raj Wakode has been assigned writ petitions relating to caste certificate verification. All criminal writ petitions, criminal appeals challenging convictions or acquittals, and appeals arising from Family Court proceedings will also be heard by this bench.
Single benches get defined jurisdictions
The new roster has also specified the categories of cases to be handled by individual judges.
Justice Y. G. Khobragade will hear first appeals, including Motor Accident Claims Tribunal matters instituted up to 2019, appeals against orders, civil review applications and criminal appeals challenging convictions of accused persons lodged in prison.
Justice M. W. Chandwani will hear petitions and applications seeking quashing of FIRs, charge-sheets, orders taking cognisance of criminal complaints, discharge orders, orders relating to framing of charges and orders directing investigation into criminal complaints. Applications under Section 407 of the CrPC and Section 447 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) will also fall within the jurisdiction of this bench.
Justice Vrushali Joshi will hear all second appeals.
Justice Praveen Patil will hear first appeals, including Motor Accident Claims Tribunal matters instituted in 2020 and thereafter, as well as civil writ petitions instituted up to 2021.
Justice M. M. Nerlikar will deal with criminal appeals against acquittal, regular bail applications and anticipatory bail applications.
Justice Mehroz Khan Pathan will hear criminal writ petitions, appeals against conviction involving accused persons released on bail, and criminal revision applications.
Justice Nandesh Deshpande will hear civil writ petitions instituted in 2022 and thereafter, along with matters relating to arbitration.
The revised allocation is expected to bring greater clarity to the listing and hearing of cases at the Nagpur Bench. With matters categorised and assigned to specific benches, the new system is also expected to facilitate better judicial management and more effective disposal of cases.
The new roster will remain applicable from Monday, with cases being heard before the respective benches according to their designated jurisdictions.
