Nagpur: In a major crackdown exposing alarming lapses in food hygiene, the Food and Drug Administration (FDA) has suspended the food business licence of the production unit of Shree Heera Sweets, one of Nagpur’s well-known savouries and sweet manufacturers, after inspectors found a dead rat inside the food preparation area during a surprise inspection. The action has brought all manufacturing and sale of food products from the unit to an immediate halt.
The inspection, carried out at the establishment’s production facility in Panchpaoli on July 3, uncovered what officials described as gross violations of food safety norms that posed a serious risk to public health. The discovery of a dead rodent in the heart of the food processing area prompted the FDA to initiate stringent action under the Food Safety and Standards Act.

Food Safety Officer N. N. Khandare, who led the inspection, found the premises in an extremely unhygienic and unsanitary condition. The most disturbing finding was a dead rat lying inside the food preparation section. According to officials, the unit’s manager claimed that the rodent had fallen from the exhaust fan. However, inspectors found the explanation unacceptable, particularly as food preparation was continuing in close proximity to the carcass.
Adding to the gravity of the situation, milk was found being heated just a few feet away from the dead rat, while open vessels containing the mixture used for preparing orange barfi had been left uncovered. Several other food items were also found exposed, making them vulnerable to contamination. Officials said the conditions reflected a shocking disregard for basic food hygiene and consumer safety.
The inspection further revealed a series of serious violations of Schedule 4 of the Food Safety and Standards Regulations. The production unit reportedly lacked proper ventilation, adequate storage arrangements for food packaging material, chemicals and employees’ personal belongings. More importantly, inspectors found no effective systems in place to prevent the entry of rodents, insects or other contaminants into areas where food was being prepared and handled.
Officials also expressed concern over the poor lighting conditions inside the room where Mysore Pak was being prepared. The inadequate illumination, coupled with unhygienic surroundings, heightened the risk of insects, cockroaches and other contaminants entering food products without being detected.
Taking a serious view of the violations, the Assistant Commissioner of the FDA issued an order on July 6 suspending the food business licence of the Panchpaoli production unit until further orders. During the suspension period, the establishment has been prohibited from manufacturing, processing, storing or selling any food products from the facility.
FDA officials stated that the action was taken in the interest of public health and warned that food business operators found compromising hygiene and safety standards would face strict regulatory action. The case has once again raised concerns over hygiene practices at food manufacturing units and underscored the need for regular inspections to ensure that consumers are not exposed to unsafe food products.
