Nagpur gears up for Ganesh Festival; Mayor orders single-window online clearance for Mandals

Nagpur: With the Ganesh Festival scheduled for next month, the Nagpur Municipal Corporation (NMC) has begun extensive preparations to ensure the celebrations are conducted smoothly and without inconvenience to Ganesh mandals or citizens. Mayor Nita Thakre has directed the NMC, Nagpur Improvement Trust (NIT), Police Department, Traffic Police and the Charity Commissioner’s Office to work in close coordination and introduce a single-window online clearance system to provide all permissions and No Objection Certificates (NOCs) at one place.

The directives were issued during a high-level review meeting on Thursday to assess the city’s preparedness for Ganeshotsav. The meeting was held at the Dr Punjabrao Deshmukh Memorial Standing Committee Hall under the chairmanship of Mayor Nita Thakre.

Among those present were Standing Committee Chairperson Shivani Dani-Wakhare, Leader of the Ruling Party Narendra (Balya) Borkar, Police Commissioner Vishwas Nangre Patil, Municipal Commissioner Dr Vipin, Additional Police Commissioners Vasant Pardeshi and Vinita Sahu, Additional Municipal Commissioners Ankit and Milind Meshram, Chairperson of the Medical and Health Special Committee Manisha Atkare, Deputy Commissioner of Police (Special Branch) Ramesh Dhumal, Assistant Commissioner of Police Nitin Bane, Deputy Municipal Commissioners Rajesh Bhagat and Ganesh Rathod, Chief Sanitation Officer Dr Gajendra Mahalle, along with senior officials from various NMC departments, NIT, the Charity Commissioner’s Office and the Traffic Police.

Single-window online system for permissions

Additional Municipal Commissioner Milind Meshram gave a detailed presentation outlining the civic body’s preparations for the festival. Reviewing the arrangements, Mayor Thakre stressed that Ganesh mandals should not face unnecessary hurdles while obtaining permissions and that citizens should also be spared inconvenience during the festival period.

She directed officials to operationalise a single-window system through which all mandatory permissions and NOCs can be obtained online in a hassle-free manner. Besides the NMC headquarters, facilitation centres will also be established in every municipal zone to issue permissions to Ganesh mandals.

The Mayor further suggested that officials from the Police Department, Traffic Police and the Charity Commissioner’s Office should remain available at zonal offices so that volunteers of Ganesh mandals need not visit multiple government offices for approvals.

Idol markets to be expanded beyond Mahal

To ease heavy congestion witnessed every year in Mahal during the sale of Ganesh idols, Mayor Thakre proposed creating additional idol markets at open grounds in different parts of the city. She said decentralising idol sales would reduce overcrowding and improve traffic management in the traditional idol market areas.

She also instructed the NMC and Police Department to maintain seamless coordination to ensure efficient civic and law-and-order arrangements throughout the festival.

Drone surveillance proposed to monitor immersion crowds

Leader of the Ruling Party Narendra (Balya) Borkar proposed deploying drone surveillance during Ganesh immersion processions. He suggested installing observation towers at immersion sites and connecting drone cameras directly to the central control room to enable real-time monitoring of crowd movement.

Borkar also recommended posting a police constable at every monitoring tower to assist in surveillance operations.

He pointed out that although many permissions are now issued online, activists of Ganesh mandals continue to face delays because police and traffic officials often do not sign the required certificates on time. As a result, volunteers are forced to make repeated visits to police stations, with signatures sometimes delayed by three to four days. He urged Police Commissioner Vishwas Nangre Patil to issue suitable instructions to ensure prompt disposal of such cases.

Borkar also highlighted recurring traffic congestion at Badkas Chowk and Agrasen Chowk in Mahal during idol shopping and asked the Traffic Police to implement special traffic management measures in these areas.

Fire safety, crowd control and noise pollution in focus

Police Commissioner Vishwas Nangre Patil assured all Ganesh mandals that necessary permissions would be granted without delay.

He, however, emphasised the need for stringent fire safety measures, particularly at large Ganesh pandals. He cautioned that accidental fires could endanger children, women and senior citizens visiting pandals.

According to Nangre Patil, three major aspects require special attention during the festival:

• Effective crowd management.

• Prevention of any sabotage or security threats.

• Smooth traffic regulation.

He also stressed strict compliance with noise pollution norms, urging Ganesh mandals to keep sound levels within permissible limits and create awareness among organisers about the harmful effects of excessive noise.

More idol sale centres suggested

Deputy Commissioner of Police Ramesh Dhumal observed that the Chital Oli and Mahal areas witness massive crowds during idol purchases every year. He suggested that the NMC allot space at grounds across different parts of the city for idol vendors, thereby dispersing crowds and easing traffic congestion in the traditional market areas.

GPS tracking for immersion vehicles

Municipal Commissioner Dr Vipin said the online permission system introduced over the past two years has significantly streamlined approvals for Ganesh mandals. The system integrates clearances from the Traffic Police, Fire Department and Electrical Department.

This year, the NMC plans to introduce GPS tracking for immersion vehicles as an experimental initiative. The system will enable authorities to monitor vehicle movement in real time and identify congestion points, allowing police and traffic officials to divert processions and maintain smoother traffic flow.

Dr Vipin also directed that mandals organising celebrations at the same location every year should receive quicker approvals. He added that permissions from the Charity Commissioner’s Office will also be integrated into the online single-window system from this year’s festival.

Police Commissioner felicitated

During the meeting, Police Commissioner Vishwas Nangre Patil was felicitated by Mayor Nita Thakre, Standing Committee Chairperson Shivani Dani-Wakhare, Leader of the Ruling Party Narendra (Balya) Borkar and Municipal Commissioner Dr Vipin with the NMC’s ceremonial stole and a tulsi sapling.

Civic arrangements planned by the NMC

The NMC has announced a series of measures to facilitate smooth celebrations:

• Online permission system for all Ganesh mandals.

• Permission counters at every municipal zone in addition to the civic headquarters.

• Single-window availability of NOCs from the Police, Fire Department, Traffic Police and Charity Commissioner’s Office.

• Deployment of Nirmalya Rath vehicles to collect floral offerings from different parts of the city for eco-friendly disposal.

• Ambulances and medical assistance at all major immersion points.

• Construction of artificial immersion ponds across the city.

• Large immersion tanks for bigger idols at Gorewada, Police Lines Takli, Kachhi Visa in Lakadganj and Koradi.

• Mobile immersion vehicles for household and small Ganesh idols, enabling senior citizens and others unable to travel to immersion sites to immerse idols conveniently.
