Lohit Matani IPS investigating crucial case involving Police Personnel: 3 Suspended

3 police personnel, along with 2 or more civil person, were involved in robbery and extortion of old demontized currency notes illegally and demanding new currency notes in their place. The case came into light when the complainant got frustrated due to constant threat from 4 days, and approached the Nagpur (Rural) Police. The Superintendent of Police directed ASP Ramtek Lohit Matani to inquire and investigate the matter.

On inquiry, the offence was prima facie verified and a criminal case was registered under the 3 police personnel and 2 civil person Vishal and Anna. The facts of the case are that accused Anna approached the complainant and pressurized him to convert Rs 28 lakh worth banned old currency notes into new currency notes. For the same the complainant approached accused Vishal and asked him to help him in this regard. Vishal promised the complainant to convert the old notes into new notes.

On 8/3/2017, the complainant and Vishal were travelling in a vehicle with the old currency notes. However, Vishal had a different plan in his mind to loot the complainant. He colluded with three police personnel of the Local Crime Branch of Nagpur (Rural) Police, to raid the vehicle and illegally seize the mentioned Rs 28 lakh old currency notes. As planned, the three police personnel stopped their vehicle in Saoner, searched it and seized the old notes worth Rs 28 lakh. To confuse the authorities, they created a false nill panchanama using panchas who were not present on the spot.

Out of this Rs 28 lakh, the police party returned Rs 14 lakh and took away Rs 14 lakh with them. They did not take this on record. Then they threatened the complainant to give new notes of Rs 3 lakh in place of the mentioned old notes of Rs 14 lakhs. On the other side, the accused Anna threatened the complainant to provide him new currency notes in place of the old currenct notes of Rs 14 lakh. Accused Anna also threatened to hurt the women family members of the accused if the money is not given to him immediately.

The modus operandi in this crime is as follows. The police personnel collude with some civilian person and intervene in this market of conversion of old notes of black money into new notes of white money. On the information of a civilian person, the police party intervenes, raid on a vehicle or place containing old currency notes, seize them but do not take all this on record. The person carrying old currency notes also does not questions the police party as he himself is doing an illegal work. The police party then demands certain currency of old notes in order to return a higher amount of new currency notes. The civilian member may also convert these old currency notes into new currency by taking the help of certain NRIs who are allowed to convert their old currency notes. Then the looted new currency notes are distributed between the police party and the civilian members in the plan.

However, this situation was saved in this case due to timely and swift action taken by police. Both Anna and Vishal were arrested quickly. The three police personnel are on a search to be arrested and have been suspended by the SP. The police is on run to seize the looted Rs 28 lakh of old currency notes. The FIR in this case was registered in Saoner PS under section 384, 392, 363, 109, 34 IPC. As of now, the police has been successful in providing solace to the complainant as he has stopped receiving threatening extortion calls. Further investigation will open new links into this matter.
