NAGPUR: The Indian Institute of Management Nagpur (IIM Nagpur) has further strengthened its national role as a knowledge partner to governments in addressing complex mobility and crowd-management challenges. The Institute’s Centre for Logistics, Infrastructure and Project Management (CLIP) has signed a Memorandum of Understanding (MoU) with the Public Works Department (PWD), Government of Goa, to develop traffic-simulation and pedestrian-evacuation models for key road networks in the state.
The MoU was signed in Panaji on September 9 during the official inauguration programme of the Six-Lane Elevated Corridor at Porvorim. Union Minister for Road Transport and Highways Shri Nitin Gadkari attended the programme as Chief Guest and inaugurated the newly constructed corridor. The agreement was signed in the presence of Goa Chief Minister Dr Pramod Sawant.
Shri Sandip K. Prabhu Chodnekar, Principal Chief Engineer, Goa PWD, and Ex-Officio Additional Secretary to the Government of Goa, and Dr Bhimaraya Metri, Director, IIM Nagpur, signed the MoU and exchanged the documents.
Under the 12-month project, IIM Nagpur’s CLIP will prepare a Traffic Simulation Model and a Pedestrian Evacuation Model for road networks covering KTC Circle, Divja Circle and Merces Circle in Panaji, as well as Margao and Sanquelim.
Goa Chief Minister Dr Pramod Sawant said the MoU would ensure a scientific and comprehensive study of Goa’s key traffic junctions. “IIM Nagpur’s recommendations will help the State Government identify practical, long-term measures to ease congestion, improve traffic flow and make travel safer and more convenient for residents and visitors,” he added.
“Management institutions must go beyond classrooms and contribute solutions to challenges that directly affect citizens. The Goa partnership marks an important milestone for IIM Nagpur. By combining field data, simulation technology and management thinking, we aim to support Goa with practical solutions for safer roads, shorter travel times and infrastructure that remains effective for decades to come,” said Dr Bhimaraya Metri, Director, IIM Nagpur.
With this agreement, Goa becomes the third state to collaborate with IIM Nagpur’s CLIP in the broader field of traffic, pedestrian and crowd management. CLIP has previously signed MoUs with the Government of Maharashtra in connection with crowd-management planning for the Kumbh Mela at Nashik and Trimbakeshwar in 2027, and with the Government of Madhya Pradesh for the Kumbh Mela at Ujjain in 2028. The Goa assignment expands this growing national portfolio from the management of large public gatherings to everyday urban mobility and long-term transport planning.
What IIM Nagpur Will Do for Goa
- Collect and analyse data relating to road networks, traffic volumes, travel times, traffic delays, public transportation and parking at the identified locations.
- Develop traffic-simulation models for KTC Circle, Divja Circle and Merces Circle in Panaji, as well as Margao and Sanquelim.
- Prepare pedestrian-evacuation models to improve pedestrian movement and enhance the safety of vulnerable road users.
- Forecast traffic demand for the next 10, 20 and 30 years and identify future bottlenecks, congested roads and pressure points.
- Recommend improvements in signal timings, road and intersection designs, parking management, public-transport integration and related infrastructure.
