Nagpur: The Indian Institute of Management Nagpur (IIM Nagpur) has expanded its role as a knowledge partner to governments with the signing of a Memorandum of Understanding (MoU) with the Public Works Department (PWD), Government of Goa, to address traffic congestion, pedestrian safety and mobility challenges.
The MoU was signed in Panaji on September 9 during the inauguration of the Six-Lane Elevated Corridor at Porvorim. Union Minister for Road Transport and Highways Nitin Gadkari attended the programme as Chief Guest and inaugurated the newly constructed corridor. Goa Chief Minister Dr Pramod Sawant was also present.

Shri Sandip K. Prabhu Chodnekar, Principal Chief Engineer, Goa PWD and Ex-Officio Additional Secretary to the Government of Goa, and Dr Bhimaraya Metri, Director, IIM Nagpur, signed and exchanged the agreement documents.
Under the 12-month project, IIM Nagpur’s Centre for Logistics, Infrastructure and Project Management (CLIP) will develop traffic-simulation and pedestrian-evacuation models for major road networks in Goa. The study will cover KTC Circle, Divja Circle and Merces Circle in Panaji, along with key locations in Margao and Sanquelim.
Chief Minister Dr Pramod Sawant said the collaboration would enable a scientific and comprehensive assessment of Goa’s major traffic junctions. He said the recommendations of IIM Nagpur would help the State Government identify practical and long-term measures to reduce congestion, improve traffic flow and make travel safer and more convenient for residents and visitors.
Dr Bhimaraya Metri said management institutions must contribute beyond classrooms by developing solutions to challenges that directly affect citizens.
“By combining field data, simulation technology and management thinking, we aim to support Goa with practical solutions for safer roads, shorter travel times and infrastructure that remains effective for decades to come,” he said.
Key Areas of the IIM Nagpur Study
As part of the project, CLIP will:
Collect and analyse data on road networks, traffic volumes, travel times, delays, public transportation and parking.
Develop traffic-simulation models for major junctions in Panaji, Margao and Sanquelim.
Prepare pedestrian-evacuation models to improve pedestrian movement and safety.
Forecast traffic demand for the next 10, 20 and 30 years and identify future bottlenecks and congestion-prone areas.
Recommend improvements in signal timings, road and intersection designs, parking management, public transport integration and related infrastructure.
With Goa becoming the third state to collaborate with IIM Nagpur’s CLIP in traffic, pedestrian and crowd management, the institute is expanding its national portfolio. CLIP has earlier signed MoUs with the Government of Maharashtra for crowd-management planning for the 2027 Kumbh Mela at Nashik and Trimbakeshwar, and with the Government of Madhya Pradesh for the 2028 Kumbh Mela at Ujjain.
The Goa project marks a broader expansion of CLIP’s work—from managing large public gatherings to addressing everyday urban mobility and long-term transport planning.
