As per the tentative plan, the Winter Session of both Houses is expected to run for around 10 days from December 8, as earlier indicated by legislative authorities. A key component of the session will be the passage of supplementary grants, which holds high financial significance for the state. The Appropriation Bill related to budgetary allocations is also expected to be tabled during the proceedings.

Meanwhile, the issue of Zilla Parishad and Municipal Corporation elections is likely to influence the BAC’s planning. With polling dates yet to be declared, the committee is expected to consider the election schedule while finalising the legislative programme. The State Election Commission is awaiting clarity from the Supreme Court on the pending matter of OBC reservation in local body polls. The apex court is scheduled to hear the case on Friday, and the bench led by the Chief Justice of India may clear the way for announcing the poll calendar by the end of November.

Political sources suggest that parties are gearing up for mid-January elections, allowing the government to push policy decisions during the Winter Session without political interference.

One of the prominent issues likely to dominate discussions is the severe crop loss suffered by farmers due to unseasonal and intensive rains. The State Government has already announced a relief package exceeding Rs 32,000 crore to address the crisis, and further deliberations are anticipated during the session.
