Black October: Brutalities against women, take place in shocking proportions in State

216 rapes. 845 molestation cases. 298 cases of sexual exploitation. 183 cases of kidnappings. 752 cases of torture by relatives for dowry. All in October 2013. And counting. These incidents are reported and registered by police and informed by Government . Unreported cases could tell a different tale. The Leader of Opposition in Vidhan Parishad Vinod Tawde revealed the facts during a discussion on atrocities against women in the House.

The month of October could be called Black October 2013 in real sense if the brutalities against women are any indication to the effect. The figure of atrocities against women is just shocking. The brutalities like rapes, molestations, acid attacks, sexual assaults on minor girls, kidnappings, torture by relatives for dowry in State turned the October 2013 the Black.

These incidents are reported and registered by police and provided by Government. Unreported cases could tell a different tale. The Leader of Opposition in Vidhan Parishad Vinod Tawde revealed the facts during a discussion on atrocities against women in the House. The cases of brutalities against women in State have been growing with each passing day with Yavatmal in the forefront.

The October figures of atrocities and rapes city-wise show 266 in Yavatmal, 255 in Mumbai, 255 in Nashik, 102 in Amravati, 108 in Pune, 92 in Pune Rural, 140 in Thane, 91 in Jalgaon, 75 in Ahmednagar, 77 in Nashik Rural, 57 in Parbhani, 60 in Chandrapur, 57 in Nagpur City, 59 in Satara, and 43 in Solapur Rural. The figures from other cities and towns could altogether change the picture more blacker. And the figures are registered cases for only October 2013. “The brutalities against women took a quantum jump in the Congress-NCP rule in Maharashtra could be proved from the Government figures,” Tawde claimed.

The number of rapes of minor girls (Below 18 years) in 2012 was 991. The number stands at 53.43 per cent of total atrocities against women, which is matter of concern, Tawde said. A total of rape cases in 2011 were reported at 1701 while in 2012 the figure stood at 1839. The incidents of sexual exploitation in 2011 were reported at 1071 and in 2012, the incidents jumped to 1294, Tawde mentioned during discussion on atrocities against women.

The Opposition Leader, while informing the House, also stated other brutalities against women. A total of 187 women were murdered in 2011 for dowry while the figure for 2012 showed 194 women were murdered for dowry. Similarly, 107 attempted murders were reported for dowry in 2012 and incidents of victimization for dowry showed figure of 329.

Tawde further informed the Vidhan Parishad that Maharashtra is also ahead in female foeticide. The number of women in neighbouring Karnataka and Andhra Pradesh are more than men while in Maharashtra, the number of women is decreasing day by day. In 1991, the ratio was 1000/946 boys/girls. Now, according to 2011 census, the ratio is 1000/883 boys/girls. The reason for decreasing number of girl child is female foeticide, Tawde said.

The atrocities against children like rapes, kidnappings or child lifting have also been growing at an alarming rate in Maharashtra. A total of 2435 incidents of atrocities against children were reported in 2008 while the figure has reached to 3173 in 2011. Rapes form the major offences in the atrocity cases. The year 2008 showed 690 rapes of minor girls and 818 rapes in 2011. Similarly, 534 kidnapping or child lifting cases were registered in 2009 while the figure in 2011 jumped to 858, Tawde cleared.

Tawde also brought to the notice of the House that Maharashtra Government’s claims of empowerment of women are only on papers.
