Nagpur: In a major relief for thousands of cultivators across Maharashtra, Revenue Minister Chandrashekhar Bawankule has decided to bring on official records all farmers whose names are missing from the 7/12 land extract or the ‘Other Rights’ column. The move is expected to enable around 2.31 lakh farmers to obtain their AgriStack Farmer ID, making them eligible for crop loans, loan waiver schemes and other government benefits.

The decision was taken during a meeting held in the Revenue Minister’s chamber at Mantralaya. Fisheries Minister Nitesh Rane, Agriculture Minister Dattatray Bharne, MLAs Nilesh Rane and Deepak Kesarkar, along with senior officials from the Revenue, Cooperation and Agriculture departments, attended the meeting.

The issue came to light after it was found that AgriStack IDs could not be generated for nearly 2.31 lakh farmers due to discrepancies in land records. Of these, around 50,000 cases involve deceased landholders whose records have not been updated, while nearly 10,000 cases relate to land that continues to be registered in the father’s name, with the son’s name yet to be entered on the 7/12 extract. In several other cases, government names have been recorded on lands held by cultivators under Kabulayatdar (occupancy) rights, preventing them from accessing crop loans and loan waiver benefits.

In Sindhudurg district alone, 1,207 farmers have been unable to obtain a Farmer ID because of such issues.

Taking immediate cognisance of the problem, Bawankule directed all District Collectors to collect documents of farmers whose names are absent from the 7/12 extract or other land records and forward them to the Cooperation Department. He also instructed officials to prepare a standard format for this exercise and submit reports from all districts within 15 days.

A meeting with all District Collectors will be convened shortly, after which the government will issue final directions on the matter.

The government is also designing a special application form to ensure that farmers cultivating Devasthan, Kabulayatdar, Inam and Watan lands are not deprived of government welfare schemes. The initiative is expected to help such farmers generate their AgriStack records and become eligible for various agricultural benefits.

The Cooperation Commissioner informed the meeting that a list of eligible farmers has already been prepared. For cases where AgriStack records cannot be generated because of technical issues, the government will consider alternative documents to establish eligibility.

Agriculture Minister Dattatray Bharne said the government would compile accurate data on all farmers to ensure that every genuine cultivator is brought onto official records. He added that special efforts would be made to ensure that farmers who were denied loan waiver benefits due to technical discrepancies receive the assistance they deserve.
