According to rules, the NMC Commissioner must take permission of the Standing Committee before proceeding on long leave. The Standing Committee then notifies the State Government and gives its nod to the Commissioner for going on the long leave. Now, the Standing Committee has decided to file a complaint with the State Government against the Commissioner for his folly.

The Nagpur Municipal Corporation (NMC) Shyam Wardhane suddenly went on long leave and might be cherishing every moment of his vacation but he has left behind the Standing Committee fuming, furious and red-faced. The reason behind the Standing Committee going ballistic is simple: According to rules, the NMC Commissioner must take permission of the Standing Committee before proceeding on long leave. The Standing Committee then notifies the State Government and gives its nod to the Commissioner for going on the long leave. However, the Standing Committee is also playing a “Game” on the issue. On one hand, the enraged Committee has pardoned the “first ever mistake” of the Commissioner and on the other hand, the Standing Committee has decided to file a complaint with the State Government against the Commissioner for his folly.
FIVEFOLD HIKE IN MARKET TAX:
A proposal by NMC’s Market Department was forwarded to the Standing Committee for fixing the annual licence charges for shops, land and cement blocks in the markets coming under the Department in accordance with the Ready Reckoner basis. However, the Standing Committee pointed out several shortcomings in the Ready Reckoner system and subsequently directed the NMC Adiministration to prepare a new formula for licence charges. Now, according to new formula, Rs 10 would be recovered instead of Rs 2 from daily basis vendors in the 10 authorised markets coming under NMC limits. However, the recovery of Rs 10 each has temporarily been stalled following thawkers registration campaign that is underway. The NMC is likely to receive revenue of Rs 20 lakh annually with the increase in licence charges. The Standing Committee Chairman Avinash Thakre stressed that hike in market charges was a necessity and the proposal in this aspect was unanimously sanctioned. However, the Market Department had proposed hike in licence charges on the basis of Ready Reckoner for markets coming under it. Had the Standing Committee implemented the proposal the NMC could have earned revenue in the figures of lakhs and not in thousands.
FIRST INVESTIGATE, THEN SEND PROPOSAL:
The NMC has given contract to Kanak Resources for making the city garbage-free. The contract resulted reduction in the number of garbage bins from 900 to 117. But still complaints of no proper cleaning of garbage continue to pour in. An enquiry has been going on in this connection. In this condition, the proposal for payment of Rs 7 crore to the company could not be sanctioned. The Standing Committee Chairman Avinash Thakre has directed the concerned department to complete the probe first then send the proposal for payment to the contracted company.
TRAINING TO WOMEN FOR UPSC:
The NMC has put forward a step ahead in empowering women and subsequently provide training to them for preparations to appear in the Union Public Service Commission (UPSC) examinations. The NMC would scan about 200 applications of those women who are eligible educationally for UPSC examinations and whose annual income is below Rs 1 lakh. The NMC will then select 50 women out 200 after a test. The selected women would be provided training under Savitribai Fuley Women Officer Education Training Programme. The selected women would be prepared for the UPSC exams with the help of private educational institutes.
NMC TO KEEP SHARP EYE ON ILLEGAL CONSTRUCTIONS:
The NMC is going hi-tech in curbing illegal constructions and preparing 3D image of entire properties in the city in order to cover maximum properties under the ambit of Property Tax. A 3D map of the city would be created through 3D image and with specific Code Number, assessment of properties will immediately be carried out. Moreover, every department of NMC would be connected with this facility and even common citizens would be able to see the 3D image of their properties. The work of 3D imaging has been given to M/s Aryans Software Solutions of Pune. Till now, satellite imaging of 15 Wards has been done from December 2013. Satellite imaging of 35 more Wards is likely to be completed by February end. Moreover, data collection is being done with the help of Geological Survey of India (GSI) Web Application. The NMC had carried out satellite survey in 2006 and now, data of that year and 2013 is being compared to assess the difference of properties. The NMC has conclusively found increase in properties by 30-40 per cent after studying the survey of 15 Wards. Avinash Thakre said the necessary technology has been taken from National Remote Sensing Centre, Hyderabad. The MIS data with the technology will immensely help in tracking illegal constructions in the city, Thakre said.
