The decision of the Vidvat Parishad has rattled the experts to the core who have raised their brows and hinted that the money power and political pressure played a role in influencing the decision.
Nagpur News: The Rashtrasant Tukdoji Maharaj Nagpur University (RTMNU), in surprising, and, an eye brow raising decision, has given a clean chit to the blacklisted 256 colleges which were barred from admissions of students for not having a single regular teacher. The Vidvat Parishad, in a meeting held on Monday, decided in favour of the colleges. The decision of the Vidvat Parishad has rattled the experts to the core who have raised their brows and hinted that the money power and political pressure played a role in influencing the decision.
Now, the RTMNU would submit report of Vidvat Parishad to the Nagpur Bench of Bombay High Court. The High Court will then deliver its verdict after going through the report. But before the submission of report to the Court, the decision of the Vidvat Parishad would be tabled in the Prabhandhan Parishad (Management Council). Prabhandhan Parishad members were already opposing the RTMNU list of blacklisted colleges. It would not be surprising if the Prabhandhan Parishad also gives its clean chit to the colleges. No official of the RTMNU commented on the issue.
The Vidvat Parishad, which gave clean chit to the blacklisted colleges, went a wrong step ahead and called the State Government’s 4-GR flawed. The Vidvat Parishad, it seems, jumped the brief as it has no authority to call a GR wrong or right. For this reason only the Joint Director of Higher Education Dr D B Patil has opposed the decision of the members.
Moreover, the Committee the RTMNU had formed, was chaired by Dr K C Deshmukh as its Chairman. The other members were Dr Sharayu Taiwade, Dr Kshirsagar, and Dr Bharat Meghe among others. The surprising and shocking aspect about these members was that the colleges the members were associated with have themselves no regular teachers. Therefore, the committee would give a clean chit to the tainted colleges was a foregone conclusion. According to the experts, the Maharashtra Universities Act has only given powers to Vidvat Parishad to decided on only of educational matters. The Vidvat Parishad members could not be included into an enquiry.
According to experts, the RTMNU should have included in the committee Joint Director of Higher Education, members of Governor’s Committee, Technical Education Head and likes of others. The RTMNU had formed an Affiliated Committee which had not reported any shortcoming in these colleges. The same report came before the Vidvat Parishad and the Parishad has given an option to select teachers. This aspect is contradictory as far as decisions of Committee and Parishad are concerned. According to the provisions of Maharashtra Universities Act Sections 14 (6), the Vice Chancellor has powers send the decisions of any committee to the Governor for inspection again.
DEFINITION IN THE ACT: The Maharashtra Universities Act defines the teacher or lecturer or professor in specific wordings. The teachers should be selected by the Selection Committee in the RTMNU affiliated colleges. Similarly, the teachers must complete the training period.
When the Nagpur Today contacted the Vice-Chancellor Dr Vilsa Sapkal, Pro-Vice Chancellor Dr Mahesh Yenky, Registrar Dr Ashok Gomase, and the Public Relations Officer Dr Prashant Mohite fopr their comments on this decision of Vidvat Parishad, all four turned their faces towards opposite directions and thus saved themselves from commenting on the issue.
However, Adv Sunil Mishra had filed a petition in the High Court citing there is not a single regular teacher in these colleges. He termed the Vidvat Parishad decision against the law and he would put before the High Court the facts and figures.
