Nagpur: The 5-year term of present House of Nagpur Municipal Corporation (NMC) is coming to an with the next elections slated in February 2017. The City Fathers (Corporators) who got elected in the last poll are flexing their muscles for the next, notwithstanding the ticket. However, to the amazement of citizens, at least 84 Corporators, who promised to solve problems of citizens in their respective areas, were found absolutely dormant, inactive, lethargic, sluggish, lazy, idle, sleepy and more in the past four and half year of their tenure. These City Fathers, belonging to all parties, never asked a question or raised any issue of importance to citizens or their wards in General Body Meetings (GBMs) or Special Meetings of the local body. Mayor, Deputy Mayor and Standing Committee Chairman are exceptions.
It is pertinent to recall, dozens of General Body Meetings and Special Meetings were convened since January 1, 2012 till April 30, 2016 to discuss different important issues of public interest. A GBM is held every month and the Special Meeting is convened as per exigency. To be precise, 43 GBMs and 11 Special Meetings were convened during the aforementioned period. The written questions, to be asked by Corporators, are sought a month before the GBM or Special Meeting. But shockingly, a total of 87 Corporators, including lady Corporators, never thought of raising a question, written or oral, of public importance or even cornering the NMC Administration. At present, the number of Corporators in NMC is 145.

The ‘elite’ list of Corporators, who proved themselves the ‘worthless’ entities, include 42 belonging to BJP, 23 of Congress, 6 BSP, 4 NCP, 2 each of MNS and RPI, 1 each of Muslim League, RPI (Athawale) and 3 Independents.

– इनमे से अधिकांश पुनः जायेंगे चुनाव में

जनता-जनार्दन की लोकहितार्थ समस्याओं को मनपा की सभागृह में रख उसका निराकरण करवाना नगरसेवकों की पहली जिम्मेदारी है,एक बार चुन कर नगरसेवक बनने के बाद पिछले साढ़े ४ वर्ष के दरम्यान अपने कार्यक्षेत्र से सम्बंधित एक भी प्रश्न न पूछने या लिखित पूछने वालो की सर्वपक्षीय संख्या ७ दर्जन से अधिक है.इनमे तथाकथित दिग्गज नगरसेवकों का समावेश है.अगले वर्ष इनमे से अधिकांश मनपा चुनावी जंग में नज़र आएंगे।
इनमे महापौर,उपमहापौर और स्थाई समिति अध्यक्ष का समावेश नहीं है,कियूंकि इन्हे प्रश्न पूछने का कभी अवसर ही नहीं आता और अधिकांश सभागृह संचलन ने इनका बहुमूल्य योगदान रहता है.
ज्ञात हो कि १ जनवरी २०१२ से ३० अप्रैल २०१६ के मध्य जितने भी आम और विशेष सभा हुई,प्रत्येक माह में आमसभा और कुछ माह में विशेष सभा आयोजित की जाती है. इसके लिए माह भर पूर्व प्रश्न लिखित रूप से नगरसेवकों से मंगवाए जाते है.मनपा में उक्त समयावधि के दरम्यान ४३ आमसभा,११ विशेष सभा हुई.अधिकांश में ८७ नगरसेवकों और नगरसेविका ने एक भी लिखित या मौखिक सवाल नहीं पूछे।मनपा में १४५ नगरसेवक है,इनमे सुनील अग्रवाल,संदीप जाधव,रमेश सिंगारे,अनिल सोले,माया इवनाते,प्रकाश गजभिए,मुन्ना पोकुलकवार,सुधाकर कोहले आदि प्रमुख है.
यह बात और कोहले,सोले,गजभिए विधानपरिषद और विधानसभा के सदस्य बनने से मनपा की सभागृह में खास वक़्त पर नज़र आते है.
प्रश्न न पूछने वाले नगरसेवकों और नगरसेविका में भाजपा के ४२ ,कांग्रेस के २३,बसपा के ६,एनसीपी के ४ ,मनसे के २,भारिप के २,मुस्लिम लीग की १,निर्दलीय ३,रिपाई आठवले के १ नगरसेवकों का समावेश है.
