Nagpur News: Notwithstanding the stallion jump in all types of crimes the Nagpur city is witnessing questioning the efficiency of city police, some policemen have themselves been facing a very unique problem. Around 40 policemen of two police stations are receiving very less or no salaries at all for their abstention from duties without pay. The without pay amount is being deducted from their salaries on monthly installments.
This petty but interesting fact came to fore when some policemen on condition of anonymity told Nagpur Today that some policemen have been marked for deduction of without pay amounts in the range of 20 days, 26 days, and 40 days. Now, the policemen have found themselves in a financial position which is hitting the day-to-day living of families hard. Though, the policemen have a grudge against the Police Inspectors of their respective police stations, and, other top police bosses, the fault lies with them only.

The tactics of top police officials in a way deter other policemen from abstention and report for duty in order to balance the duties the policemen have to perform in various necessary departments.
The Police Inspectors of their respective police stations are directed by an official of the rank of Police Commissioner to prepare the lists of absentee policemen. Then the PIs prepare the lists of habitual absentee policemen who give a go to duty without any valid reasons. This phenomenon forces other policemen, who need leaves for valid and important reasons, to report for duty despite balance of their leaves.
According to Government and police department sources, the policemen have been sanctioned a quota of 78 leaves annually. However, some of the policemen claim they have been marked without pay for abstention despite having balance of leaves sanctioned for a year. But the main problem for them is they cannot question the PIs or other higher police officials in accordance with discipline code. There is always a fear factor working if a policeman dares to question higher ups about the without pay. They anticipate dismissal from service for their daring.
A list of some of the policemen marked for without pay is pending with office of the Deputy Commissioner-2 for sealing by the Deputy Commissioner or other higher official in the office. The unfortunate aspect of this “without pay episode” is the policemen are carrying out their duties but with a grudge and, without the necessary flair.
According to sources, around 15-20 policemen and 20 policemen Panchpaoli and Tehsil Police Stations respectively have been directed to report and carry out duties without pay. This directive has demoralized the policemen of the two police stations. They are squarely blaming the PIs for their misery. The lists from other police stations, too, have been sought by the concerned higher authorities obviously for the “without pay action.”
According to sources, a quota of leaves including 12 casual leaves, 45 earned leaves and 21 medical leaves has been sanctioned for a year from constable to Police Inspector-levels. Policemen can avail of the leaves from time to time for valid reasons. However, their main grudge is despite balance of leaves from the sanctioned numbers, they are marked without pay for their abstention. However, the moot question is whether policemen were on leave without information or on valid grounds? The answer to this question the “unhappy” policemen were found avoiding with selective negligence. The policemen’s other grudge was no proper record of their CL, EL Or ML maintained thus prevailing a confusion whether they were really victims of without pay or the system is working against them.
The policemen said, they have adopted a modus operandi for taking leaves on medical grounds to escape a sort of harassment at the hands of Police Inspectors of their respective police stations. The medical leaves in all of the establishments are not questioned and are easily granted on a doctor’s certificate. This modus operandi works as a miracle for policemen who utilize the leaves for attending marriage or any other celebration or carrying out an important domestic work, or, just to relax at homes. This modus operandi is adopted by almost all employees of Government departments and private offices or for that matter everywhere.

The situation has come to such a pass that literally every minute, or, say every passing hour, a major crime is committed, apart from road accidents, other tragedies etc. This situation of all crimes naturally sucks the policemen, who, in turn, resort to bunking duties for some kind of relief.
Therefore, the question arises: Whether the policemen have really been the victims unnecessary without pay situation or the policemen just not heeding the call of duty? The answer or the ground reality lies with Police Department only.
