Nagpur: In yet another glaring example of administrative failure and poor planning, the Nagpur Municipal Corporation’s (NMC) Hot Mix Plant (HMP) has been forced to shut down, bringing critical road repair and pothole-filling operations to a complete standstill just as the monsoon sets in. The fuel crisis, triggered by restrictions on bulk fuel sales and a lack of timely contingency measures, has effectively paralysed one of the city’s most important civic maintenance facilities.
For the past two days, the Hot Mix Plant, the backbone of NMC’s road restoration machinery, has remained non-operational, raising serious concerns about the city’s preparedness to tackle the annual menace of potholes. With roads already deteriorating under pre-monsoon conditions, the shutdown threatens to worsen commuter misery and expose thousands of motorists to dangerous road conditions.

The crisis erupted after new fuel procurement regulations disrupted the department’s long-established supply chain. Until recently, the plant depended on direct supplies of Light Diesel Oil (LDO) and specialised bulk container deliveries sourced from major refineries at a comparatively economical rate of around Rs 72 per litre. However, restrictions on container transportation have effectively choked this supply route, leaving the civic body scrambling for alternatives.
What has added insult to injury is the steep escalation in fuel costs. The department has been forced to depend on retail-grade diesel priced at nearly Rs 98 per litre, but logistical hurdles and transportation expenses have pushed the effective operational cost to an alarming Rs 135 per litre by the time the fuel reaches the plant.
A senior official admitted that the situation has brought operations to a grinding halt.
“The entire production process has collapsed because we cannot procure fuel through our regular bulk supply mechanism. The plant is shut, and without fuel, none of our machinery can function. Every day we require 250 to 300 litres of diesel to run the Hot Mix Plant, tippers, road rollers and JCBs. The equipment is ready, but it is sitting idle,” the official said.
The fallout is particularly severe because the shutdown comes at a time when NMC is expected to intensify pothole-filling and road strengthening works before heavy rains arrive. Production of Bituminous Concrete (BC) and other specialised road repair materials requires continuous high-temperature processing, making fuel availability indispensable. With the plant lying dormant, pothole eradication drives across the city have virtually come to a halt.
The development exposes the vulnerability of NMC’s infrastructure management and raises uncomfortable questions about why alternative arrangements were not put in place despite growing concerns over fuel supply restrictions. Citizens are now likely to bear the brunt of bureaucratic delays as roads continue to deteriorate while repair machinery remains stranded.
Although senior officials recently convened a high-level meeting to explore direct fuel procurement arrangements with oil marketing companies, no concrete solution has emerged so far. Until the fuel supply deadlock is resolved, NMC’s road repair fleet will remain grounded, leaving the city vulnerable to another monsoon season marked by cratered roads, traffic chaos and avoidable accidents.
As the crisis deepens, the shutdown of the Hot Mix Plant stands as a stark reminder of how policy bottlenecks and administrative inertia can cripple essential civic services at the worst possible time.
