Nagpur: An alleged attempt to secure a government compensation of Rs 50 lakh through manipulation of official records has landed a Nagpur Municipal Corporation (NMC) Tax Collector in a police case, exposing serious questions about the verification of claims submitted under the COVID-19 relief scheme.

Amit Laxman Thombre (31), who works as a Tax Collector at NMC’s Lakadganj Zone, has been booked for allegedly tampering with original office documents and furnishing false information to obtain the financial assistance intended for families of civic employees who died during the COVID-19 pandemic.

Lakadganj police registered the case on October 12 following a complaint by Prabhakar Kale (53), a tax superintendent attached to NMC’s Zone 8. The allegations are under investigation.

Alleged manipulation of official records

According to the complaint, Thombre’s father, Laxman, was employed as a peon at the Lakadganj Zone office and died during the pandemic. Following his death, Thombre was appointed to the civic body on compassionate grounds.

Under a government circular, families of eligible government and civic employees who died during the COVID-19 pandemic could receive financial assistance of Rs 50 lakh, subject to prescribed conditions.

Investigators suspect that Thombre allegedly manipulated official documents and inserted false information in an attempt to qualify for the compensation. The alleged irregularities came to light during scrutiny of the claim, prompting the civic administration to initiate the complaint process.

How the alleged irregularity surfaced

The case centres on the authenticity of official records submitted in support of the compensation claim. The police will now have to establish which documents were allegedly altered, what information was misrepresented and whether the alleged changes were intended to secure an otherwise inadmissible financial benefit.

The circumstances under which the discrepancies were detected, the nature of the alleged alterations and the precise role of the accused are likely to be key aspects of the investigation.

Verification process under scrutiny

The alleged attempt to obtain such a substantial amount raises questions about the safeguards governing claims under compensation schemes, particularly where benefits depend on official employment records and eligibility documents.

Investigators will need to establish how the disputed documents passed through the relevant administrative process, if they did, and whether any other person was involved in preparing, verifying or processing the claim. These aspects have not yet been established.

Lakadganj police have registered the case on the basis of the complaint and preliminary inquiry. Further investigation is underway to determine the extent of the alleged record tampering and whether the compensation claim resulted in any actual disbursement.

The case highlights the importance of rigorous verification of public funds, while the allegations against Thombre remain subject to investigation and judicial determination.
