Nagpur: The Nagpur Municipal Corporation (NMC) is preparing to unveil a mega civic budget expected to cross ₹6,000 crore, marking a significant financial roadmap for the city. Newly appointed Municipal Commissioner Vipin Itankar is set to present the budget before the Standing Committee on March 13, the first such exercise during the ongoing four-year administrator rule in the civic body.

The last NMC budget for FY 2025-26 stood at ₹5,438.61 crore, with major revenue expectations from departments such as Town Planning, Property Tax, and Water Supply following changes in urban planning regulations. While the collection figures reportedly remained lower during the election year, civic officials believe revenue targets for the upcoming fiscal year 2026-27 will remain ambitious, pushing the overall budget size beyond the ₹6,000 crore mark.

One of the major contributors in the previous budget was the Town Planning Department, which had been given a target of ₹500 crore. However, the department has so far managed to achieve only around 60% of the projected revenue. Despite this, officials remain optimistic about stronger collections in the upcoming fiscal cycle.

Revenue Boost Expected from GST, Property Tax and Urban Planning

Financial experts indicate that although the revised estimates for FY 2025-26 may see some reductions, the proposed 2026–27 budget is expected to witness higher inflows from multiple revenue streams.

The Goods and Services Tax (GST) compensation grant from the state government is projected to bring in around ₹1,920 crore for the civic body.

Similarly, the Property Tax Department may be assigned a target of approximately ₹375 crore, while the Town Planning Department is expected to generate around ₹540-₹550 crore in revenue.

Additional income is also anticipated from departments such as Market, Fire Services, and Garden, along with projects like Orange City Street initiatives. Revenue generation is also expected to increase through the sewage treatment and recycled water supply projects undertaken by the municipal corporation.

Estimated Revenue for FY 2026-27

Department / Source Estimated Revenue (₹ Crore)
GST Grant 1,920
Town Planning 540
Property Tax 375
Water Supply 265

Government Grants and Loans Planned

The proposed civic budget is also expected to include special grants and borrowings for major infrastructure projects:

  • ₹300 crore for special urban civic amenities
  • ₹200 crore allocation for Nag River development
  • ₹400 crore loan proposed for the Pohra River project

Stamp Duty and Water Charges to Add to Revenue

The civic treasury may also benefit from an expected increase in stamp duty revenue, following signals from the Maharashtra government about the implementation of new Ready Reckoner rates. With rising property transactions, NMC could see a significant increase over the current ₹70 crore stamp duty share.

In addition, the General Body of NMC had earlier authorized the Municipal Commissioner to revise water charges, which may lead to higher revenue from the water supply department. Compared to last year, the water supply income is expected to reach around ₹275 crore in FY 2026-27.

With the budget crossing the ₹6,000 crore milestone, the upcoming financial blueprint is likely to play a crucial role in shaping Nagpur’s urban infrastructure, river rejuvenation projects, and municipal services in the coming year.
