Make SPCA functional: Bombay High Court

Mumbai: The Bombay High Court on Tuesday came down heavily on Maharashtra government for its failure to make functional its State Police Complaint Authority (SPCA).

The SPCA has been constituted in accordance with the decade-old directions of the Supreme Court, wherein all the states were ordered to set up independent bodies. These bodies would look into complaints against the police in cases of custodial torture, harassment or other types of abuse of power.

Interestingly, the Maharashtra government had also issued a notification in 2008 regarding the same but the same has been only on papers and not in spirit.
