Mumbai: The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, on Tuesday approved eight major decisions concerning land acquisition, renewable energy, agriculture, cooperation, higher education, skill development and the justice system.
Among the key decisions is a proposed amendment to the 2013 land acquisition law to revise the interest payable when compensation is delayed. The Cabinet also approved major concessions for renewable-energy projects, including a complete waiver of stamp duty on certain internal land transfers and a 25% concession on land transfer charges.

The decisions are aimed at facilitating infrastructure and renewable-energy investments, strengthening the Agriculture Department, expanding educational opportunities and improving judicial infrastructure in the State.
1. Interest on delayed land acquisition compensation to be revised
The Cabinet approved an amendment to Section 72 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
The amendment will revise the interest mechanism applicable when compensation for acquired land is not paid within the prescribed period.
The move is intended to strengthen the rights of landowners and ensure that those whose properties are acquired for public projects are adequately compensated for delays in payment.
2. Full stamp duty waiver for internal land transfers by renewable-energy SPVs
In a major incentive for the renewable-energy sector, the Cabinet approved a complete exemption from stamp duty on certain internal land-transfer transactions involving companies or Special Purpose Vehicles (SPVs) established for renewable-energy projects.
The concession is expected to reduce transaction costs for renewable-energy companies and facilitate the restructuring or transfer of land holdings within project-related entities.
3. 25% concession on land transfer charges for renewable projects
The Government also approved a 25% concession on transfer charges for land purchased specifically for renewable-energy projects.
The decision is expected to provide additional financial relief to developers and encourage investment in solar, wind and other renewable-energy projects in Maharashtra.
Together, the two measures are being viewed as an attempt to make land transactions easier and more cost-effective for the renewable-energy industry.
4. Four new posts approved in Agriculture Department
The Cabinet approved the creation of four posts in the Agriculture Department in accordance with the revised organisational structure of its field offices.
The approved positions include Director of Agriculture (Agricultural Engineering, Property Management and AgriStack), Joint Director of Agriculture (Statistics), Joint Director of Agriculture (Information Technology) and Additional Director, AgriStack (Revenue).
The restructuring is expected to strengthen the department’s administrative capacity and improve its handling of technology-driven agricultural initiatives, data management and AgriStack-related work.
5. NCDC loan cleared for Latur sugar cooperative
The Cabinet gave approval for Shri Nilkantheshwar Shetkari Cooperative Sugar Factory at Killari in Ausa taluka of Latur district to raise loans from the National Cooperative Development Corporation (NCDC) for capital expenditure and working capital requirements.
A loan proposal amounting to approximately Rs 18.09 crore will be forwarded to the NCDC.
The decision is expected to provide financial support to the cooperative sugar factory for its operational and capital requirements.
6. Rules for private self-financed skill universities amended
The Cabinet approved amendments to the rules and guidelines governing the establishment of private skill universities on a self-financed basis.
The changes are intended to streamline the process for setting up such universities and strengthen the framework for skill-based higher education and entrepreneurship development.
7. New social work courses and additional divisions permitted
The Higher and Technical Education Department received approval to allow senior colleges to establish Social Work as a separate academic faculty, introduce new courses and start additional divisions.
Social work colleges will also be permitted to introduce new courses and additional divisions on a permanently unaided basis.
The decision is expected to expand opportunities for students seeking professional education in social work and related fields.
8. District and Additional Sessions Court approved for Hadgaon
The Cabinet approved the establishment of a District and Additional Sessions Court at Hadgaon in Nanded district, along with a government pleader’s office.
The decision includes approval for the required judicial officers and staff as well as the necessary financial provisions.
The new judicial infrastructure is expected to improve access to justice for residents of Hadgaon and surrounding areas by reducing the need to travel to distant courts for judicial proceedings.
Mumbai gets August 28 holiday for Raksha Bandhan
Separately, the State Government has revised the local holiday schedule for State Government and semi-government offices in Mumbai City and Mumbai Suburban districts.
Under a corrigendum issued by the General Administration Department, August 28, 2026, will now be observed as a local holiday for Raksha Bandhan.
The revised notification replaces the local holiday earlier designated for Gopalakala, associated with Dahi Handi celebrations.
The change comes during Shravan, when Maharashtra observes several major festivals, including Nag Panchami, Narali Pournima, Raksha Bandhan and Dahi Handi.
Employees of State Government and semi-government offices covered by the notification in the two Mumbai districts will therefore get the local holiday on August 28 for Raksha Bandhan instead of the previously announced Gopalakala holiday.
The revision is expected to enable government employees to celebrate Raksha Bandhan with their families and travel to meet relatives during the festival.
