Govt misleading people over metro region, says Jai Jawan Jai Kisan Sanghatan’s leader

Nagpur: Jai Jawan Jai Kisan Sanghatan’s leader Prashant Pawar on saturday levelled serious charges against Administration and Guardian Minister stating that they were misleading the people that the rights of works of rural area would remain with the gram panchayat though the Metro region development plan has been sanctioned and it has opened door for the development works in rural areas. He said that in reality this will curb the powers Gram panchayat, Panchayat Samiti and Zilla Parishad. He was addressing a press conference here today.

The Guardian Minister and the NMRDA Commissioner while addressing the mediapersons last Sunday had assured, the government has sanctioned Nagpur Municipal Region that is Metro region development plan. This scheme would benefit more than 5 lakh middle class and poor people. The responsibility of development of this area will be with Nagpur Municipal Region Development Authority (NMRDA). All the rights of rural region will be with Gram Panchayat and even the farmers will not be at a loss. But Prashant Pawar said that they were misleading. He said, the record with the Revenue Department is of very less Sq ft area and there are just 50 to 100 houses in the village but now the suburban area has expanded. From these expanded area even the gram panchayat members are elected. but now the gram panchayat will now only look after the work of suburban area while the expanded area will be under NMRDA and will look after the work as local self body. The taxes levied will be high. Pawar demanded that the government should clarify the definition of suburban area.

Under the section 19 of the act what rights does MMRDA (Mahrashtra Municipal Region Development Authority) have of local self body in the region and so what work the local self body will have?

MMRDA has got the authority to collect the taxes on buildings houses, cess and levying other taxes under section 31 to 36 under Act 0f 2016. Similarly has right for collecting toll for various facilities.

As per the section 37 under the Act NMRDA has the right to collect land tax farm tax so as a local self body how would it work in metro region area.

If the schools of Zilla Parishad will be closing and the private school will come up as per govt’s policy and the power will be supplied by private companies, while the waste water management drinking water supply , bridges etc will be looked after by NMRDA then what will Gram Panchayat, Panchayat Samiti and Zilla Parishad do?

Under the Panchayat Raj every village has a right to participate in the development works through the local self body but does the NMRDA have this arrangement ?

714 villages in metro region
In the NMRDA area of Metro region there are 9 taluka’s of Nagpur district and 714 villages. This region’s work will be seen by NMRDA. Total 6500 objections were raised over the metro region development plan. The villagers had launched an agitation through Jai Jawan Jai Kisan Sanghatana to protest against reservation and other things.
