Fire safety in tatters: Every bar & restaurant inspected in Nagpur found violating mandatory norms

Nagpur: The next time you walk into a crowded bar, restaurant or hotel in Nagpur, you may unknowingly be stepping into a potential death trap.

In a startling revelation that raises serious concerns about public safety and regulatory enforcement, the Nagpur Municipal Corporation’s (NMC) Fire and Emergency Services Department has informed the State Government that every single bar and restaurant inspected in the city was operating without mandatory firefighting systems, exposing thousands of customers and employees to grave danger in the event of a fire.

The findings emerged from a fire safety audit conducted in response to a question raised in the Maharashtra Legislative Assembly regarding compliance with fire safety norms across hotels, bars and restaurants in the state.

The official report paints a disturbing picture of widespread disregard for fire safety regulations. According to NMC records, Nagpur has 89 hotels and 312 bars and restaurants. Inspections revealed that 43 hotels lacked the mandatory firefighting infrastructure required under law, prompting authorities to issue notices under Section 6 of the Maharashtra Fire Prevention and Life Safety Measures Act.

However, the situation in bars and restaurants was even more shocking. All 312 bars and restaurants inspected were found to be violating prescribed fire safety norms. Not a single establishment was fully compliant with the mandatory firefighting requirements. Fire officials subsequently directed all of them to install the required fire protection systems and safety equipment.

The audit did not stop at identifying deficiencies. It also revealed that many establishments posed an immediate threat to public safety. After detailed inspections, 30 hotels and 150 bars and restaurants were declared unsafe under Section 8(1) of the Act, indicating serious shortcomings that could hamper evacuation and firefighting efforts during an emergency.

The findings have sparked questions about how such establishments were allowed to continue operating despite attracting large crowds every day.

Authorities seek disconnection of utilities

Faced with widespread non-compliance, the Fire Department escalated enforcement measures. Authorities requested the NMC Water Works Department and Maharashtra State Electricity Distribution Company Limited (MSEDCL) to disconnect water and power supply to 17 hotels and 95 bars and restaurants under Section 8(2) of the Act. The move was intended to force owners to comply with safety regulations before resuming operations.

In another troubling revelation, officials reported that several establishments allegedly continued functioning despite being categorised as unsafe. The department sought police assistance to evacuate six hotels and six bars and restaurants that were reportedly operating in violation of safety directives.

As violations persisted, enforcement agencies initiated stronger action. Authorities sealed two hotels and five bars and restaurants under Section 8(3) of the Act. In addition, the Fire Department recommended registration of criminal cases against two hotels and one bar, asking Nagpur Police to lodge FIRs under Section 36 of the Maharashtra Fire Prevention and Life Safety Measures Act.

The disclosures have exposed what many safety experts describe as a culture of complacency towards fire hazards in commercial establishments. Fire accidents in crowded hospitality venues often result in catastrophic loss of life because of blocked exits, inadequate firefighting equipment, poor emergency preparedness and delayed evacuation.

Yet, despite repeated tragedies across the country, many businesses continue to treat fire safety as a procedural formality rather than a life-saving necessity. The fact that every bar and restaurant inspected in Nagpur was found violating mandatory norms has raised uncomfortable questions about enforcement, accountability and the effectiveness of periodic inspections.

Thousands of residents visit hotels, bars and restaurants across Nagpur every day, often unaware of the safety standards maintained inside these establishments. The latest findings suggest that many of these venues may not be adequately equipped to handle even a minor fire emergency. The audit serves as a stark warning that compliance with fire safety laws cannot remain confined to paperwork.

Unless deficiencies are rectified and strict enforcement continues, experts warn that the city could be one accident away from a major tragedy. For now, the report has exposed a troubling reality: while Nagpur’s hospitality sector continues to thrive, basic fire safety measures meant to protect human lives appear to have been ignored on a massive scale.
