Nagpur RTO conspiracy probe shifted to Crime Branch; senior officers under scanner

Nagpur: In a dramatic escalation of a high-profile conspiracy case within the Regional Transport Office (RTO), Commissioner of Police Dr. Ravinder Kumar Singal on Thursday transferred the investigation from Sitabuldi Police Station to the Crime Branch, citing the sensitivity and seriousness of the matter.

The case involves a notorious internal conspiracy allegedly orchestrated by serving and former RTO officers to defame and falsely implicate then RTO Nagpur (City) officer Ravindra Bhuyar, with the intention of forcing his removal from the coveted post. The FIR, filed on the direction of a Magisterial Court, has named Ravindra Chavan, RTO Nagpur (Rural), as the prime conspirator, along with retired officer Lakshman Khade and three other serving RTO officials posted across Maharashtra.

Investigators believe that the motive behind the elaborate plot was Chavan’s attempt to secure a transfer to the prestigious RTO Nagpur (City) position. At the time, Bhuyar was handling both Nagpur (City) and Nagpur (Rural) as additional charge (2021–2024), while Chavan was posted in Gadchiroli and was keen to take over the Nagpur City office.

According to the FIR, the conspiracy was hatched in Pune, where Chavan, Khade, and alleged middleman Suresh Bundele fabricated documents and engineered a campaign of false allegations — including a sexual harassment complaint filed by a lady officer from Nagpur RTO. The complaint led to a storm of controversy and Bhuyar’s eventual transfer, although Sitabuldi Police later filed a ‘B Summary’ report in court, confirming the charges as baseless and malicious.

Investigations further revealed that the order purportedly issued by the Transport Commissioner’s office relieving Bhuyar of additional charge was fake and forged, prompting the Government to restore his responsibilities, a move that reportedly enraged Chavan and triggered further attempts to derail Bhuyar’s career.

With accused officers delaying statement recordings and the case expanding in complexity, the Police Commissioner has now empowered the Crime Branch to conduct a thorough and independent probe to expose the full extent of the conspiracy.

The probe is expected to intensify, with senior officers likely to be summoned in the coming days.
