NMC transfers prime Zero Mile land for Vidhan Bhavan expansion

Nagpur: The long-delayed Vidhan Bhavan expansion project has gained significant momentum, with the Nagpur Municipal Corporation (NMC) formally approving the transfer of a key land parcel near Zero Mile to the Maharashtra Legislature Secretariat.

NMC will hand over 2,033 sqm of its prime triangular plot at Mouza Sitabuldi (City Survey No. 1855/1), situated next to the existing Vidhan Bhavan and the historic Zero Mile pillar. The land, originally earmarked for parking in the city’s development plan, was also part of the PWD-led Zero Mile development scheme.

The transfer was sanctioned after a requisition from the Legislature Office dated May 5, 2025. Municipal Commissioner Abhijeet Chaudhari cleared the proposal under Section 79(A) of the Maharashtra Municipal Corporations Act. Deputy Municipal Commissioner (Property) Milind Meshram confirmed the move, stating that the handover includes “necessary compensatory measures to protect civic interests.”

In exchange, NMC will receive 938.91 sqm of land from the Government Printing Press premises, comprising 797 sqm plus an adjoining 141.91 sqm near Zero Mile. The civic body plans to develop this plot into a multi-level parking structure to offset the loss of the original parking reservation.

However, NMC is giving up 1,094.09 sqm more than it receives. To bridge this deficit, it has sought monetary compensation of around Rs 7 crore, based on prevailing market rates. The civic administration also intends to request an additional land parcel from the State Government to fully balance the handover.

Officials revealed that 786 sqm of the NMC land, along with a 15-metre-wide road covering 1,269 sqm, has been earmarked for the expansion by the Maharashtra State Infrastructure Development Corporation (MSIDC). A senior MSIDC official said the proposal is currently under the approval pipeline.

The expansion will also involve the acquisition of around 9,700 sqm of Government Printing Press land by the Legislature Secretariat. “On record, about 1,400 sqm of NMC’s land will be taken up for the project,” the official added.

Project significance

The Vidhan Bhavan complex, which hosts the Maharashtra Legislature’s annual winter session, has long required additional space. The proposed expansion will create more legislative offices, committee rooms, and enhanced amenities for MLAs, officials, and staff.

With the land transfer cleared by NMC, the long-pending expansion project has taken a crucial step forward. Once all land acquisition formalities are completed, MSIDC is expected to move into detailed planning and the tendering process, potentially paving the way for construction to commence in the coming months.
