Nagpur: The Nagpur Municipal Corporation has announced a tough new penalty regime, warning that anyone caught dumping debris or garbage into natural water sources including lakes, rivers, and wells will face a fine of ₹1 lakh.

The civic body unveiled the revised rules on Thursday, marking one of the strictest crackdowns yet on water and air pollution in the city.

Under the new norms, unauthorized borewell digging, flour mills releasing dust into the air, and demolition activities causing heavy dust pollution will attract a ₹5,000 penalty. Vehicles transporting sand, gravel, debris, or construction material without proper covering will be fined ₹2,000.

Littering has also been brought under stricter watch. Throwing garbage on streets, failing to pay garbage fees, or dumping waste at unauthorized locations will now cost ₹5,000 for the first offense, ₹10,000 for the second, and ₹25,000 for the third.

Hotels, caterers, wedding halls, and auditorium operators dumping leftover food in public places will be fined ₹10,000 initially, rising to ₹25,000 and ₹50,000 for repeat violations.

The rules get tighter for events too. Putting up mandaps outside homes or on roads and obstructing traffic without permission will now cost ₹2,000 per day.

Keeping animals tied on streets, footpaths, or open spaces will invite a ₹2,000 fine, double the previous penalty. Educational institutions and coaching classes dumping waste in open areas will now also pay ₹2,000.

Street vendors selling food on footpaths without authorization will be fined ₹1,000, while blocking or damaging underground drainage chambers during construction will attract a ₹5,000 penalty.

With the new rules, NMC aims to curb everyday civic violations and protect Nagpur’s environment from long-term damage. The impact will ripple through households, businesses, and public spaces as enforcement begins.
