Maha move to regulate social media use by minors; expert panel to shape policy

Mumbai: In a significant step aimed at addressing the growing impact of digital exposure on children, the Maharashtra Government has announced plans to introduce a comprehensive policy to regulate social media usage among minors. The initiative, revealed in the State Legislative Assembly on Tuesday, will be guided by recommendations from a high-level expert task force.

Announcing the move, Information Technology Minister Ashish Shelar underlined the need for a calibrated approach, acknowledging both the benefits and risks of the digital ecosystem. He noted that while online platforms serve as valuable tools for education and communication, their increasing influence, particularly through social media, online gaming and digital content, has raised serious concerns about children’s well-being.

The State Government had constituted an expert panel on February 2 to conduct an in-depth study of how digital exposure affects minors across multiple dimensions, including psychological health, physical activity, academic performance and advertising influence. The task force has been given a three-month deadline to submit its findings.

“The panel is closely examining usage patterns among minors and their broader implications, while also studying regulatory models adopted at national and international levels,” Shelar informed the Assembly.

Policy to focus on safety, awareness and regulation

Based on the panel’s recommendations, the government is likely to explore a range of policy interventions. These may include strengthening existing IT regulations, introducing robust age-verification mechanisms, and setting guidelines on screen time.

In addition, the policy may incorporate digital safety education into school curricula, alongside awareness and training programmes for students, parents and teachers—aimed at promoting responsible and informed use of technology.

No blanket ban, says Government

The State has ruled out imposing an outright ban on social media or internet usage for minors. Emphasising a balanced stance, Shelar stated that prohibiting access for individuals below 18 would neither be practical nor desirable, and that a nuanced, regulated framework would be more effective.

Maharashtra’s move comes amid a broader national discussion on safeguarding children in the digital space. At the central level, policymakers have been deliberating stronger safeguards under existing IT rules, including stricter age verification, enhanced parental controls and safer online environments.

Other states, including Karnataka, have also explored similar measures. A recent proposal to restrict social media access for children under 16 in Karnataka has sparked debate over issues such as enforceability, privacy and digital rights.

As digital engagement among children continues to rise, Maharashtra’s proposed policy is expected to play a key role in shaping a safer, more responsible online ecosystem for the younger generation.
