Maha CET Cell’s Technology-Led Transformation Drives Record Participation

18.12 Lakh Students set to appear in 2026 including 2 attempts, growing from 14.08 Lakh in 2025

 

Mumbai : The State Common Entrance Test Cell, established under Section 10 of the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admissions and Fees) Act, 2015, has emerged as a cornerstone of equitable and merit-driven access to professional education across the state. Backed by a robust, technology-enabled examination ecosystem, the CET Cell has recorded a landmark participation of approximately 18.12 lakh students in 2026, underscoring the growing trust and aspiration among students.

The CET Cell has witnessed a phenomenal growth of over 28% in student participation compared to 2025, reflecting both the expanding demand for professional education and the increasing accessibility of its examination processes. Notably, in 2024 alone, applications surged by about 11%, reaching 13.02 lakh candidates across Engineering, Pharmacy, and Agriculture streams.

Technology as the Great Equalizer

At the heart of this growth lies the CET Cell’s strategic shift toward technology-infused, student-centric examination frameworks, designed to democratize access for Maharashtra’s diverse population—particularly the 54.8% residing in rural areas.

Key initiatives driving this transformation include:

  • Expansion of Computer-Based Testing (CBT):
    Online examinations for PCM and PCB groups have standardized assessment across districts, eliminating logistical challenges and ensuring transparency and efficiency.
  • CET-Atal Assessment Tests:
    Through mock tests, psychometric tools, students from remote geographies are gaining familiarity with digital testing environments, significantly improving confidence and performance.
  • State CET Cell -Extension Centers:
    A network of State CET Cell Extension Centers is proposed across all 36 districts to ensure accessible guidance for CET and CAP registration processes. These centers will also support students without personal digital devices, enabling seamless registration and participation, thereby strengthening inclusivity..
  • GIS-Based Infrastructure Mapping:
    Leveraging geospatial technologies, the CET Cell is mapping educational infrastructure across the state, enabling targeted deployment of resources, faculty, and digital tools in underserved regions.

Bridging the Rural-Urban Divide

Maharashtra’s digital push aligns with broader national trends—rural smartphone penetration has grown from 36% in 2018 to 84% in 2024, creating unprecedented opportunities for outreach and engagement.

These efforts are expected to deliver measurable outcomes:

  • Inclusive Enrolment Growth:
    Increased participation from rural and semi-urban students is set to enhance the state’s Gross Enrolment Ratio (GER), currently aligned with the national average of 1%, with significant headroom for growth.
  • Literacy & Educational Equity:
    With Maharashtra’s literacy rate at 91%, targeted digital interventions aim to close the rural-urban gap and elevate overall educational attainment.
  • Professional Diversification:
    With Engineering accounting for 46.1% of preferredstreams among male students, access to professional courses is enabling a shift from agrarian livelihoods to high-growth sectors such as AI, Machine Learning, and advanced manufacturing.
  • Empowerment of Marginalized Communities:
    Focused digital access and training are poised to uplift Scheduled Castes and Scheduled Tribes, whose GER currently stands at 4% and 18.0%respectively, ensuring broader socio-economic inclusion.

Vision 2030: Scaling Aspirations

Building on this strong momentum, the Maharashtra CET Cell is setting an ambitious target of 1.8 million (18 lakh) unique students appearing for CET examinations annually by 2029–2030, positioning the state as a national benchmark in large-scale, technology-driven entrance testing.

Our vision is to leverage analytics, adaptive testing to ensure that every aspirant, regardless of geography, has an equal opportunity to compete and succeed.”
