New Delhi: A drunk man, under the influence of alcohol severed two legs of a puppy after the fellow scratched him, probably asking for tid bits to eat. This shocking incident happened in southwest Delhi’s Dwarka following which police has initiated action against the accused under the Prevention of Cruelty to Animals Act. The accused seems to be habitual sadist who once chopped up a monkey complained his wife.
The incident happened last week when the puppy entered Pramod’s house and the latter offered him food, it is reported. In what may be called a love or its eagerness, the dog scratched the Pramod’s leg with his paw. Pramod got angry and brought a blade and mercilessly chopped off two legs of the puppy, said a senior police officer.
Even if the man is convicted though archaic and outdated laws would translate to just a fine of as little as Rs 50 under the Prevention of Cruelty Against Animals. This law is a leftover from the colonial-era.
“Punitive proceeding u/s 11 of PCA act has been initiated against the offender at PS Palam ” tweeted DCP (Southwest) Surender Kumar.
The injured puppy has been treated and has been sent to a foster home where it is up for adoption.
