Counterpart “Vidhan Sabha” sends a strong message for formation of separate Vidarbha

The special attraction of the Counterpart Vidhan Sabha was presentation of Vidarbha State’s Budget. The Budget was presented by Vidarbha State’s Finance Minister and senior economist Dr Srinivas Khandewale. The Vidarbha Budget was of Rs 41,510 crore. The Budget showed expenditure of Rs 41,400 crore and the first Budget of Vidarbha was in surplus of Rs 100 crore.

The backward Vidarbha, blessed with the natural resources to the brim, could see speedy development solely with power of natural resources if the separate Vidarbha is carved out, believed the members in “Pratirup” (Counterpart or representational or symbolic) Vidhan Sabha today (December 5). The “Vidhan Sabha” sent a strong message for formation of Vidarbha State.

The Vidarbha Joint Action Committee organized the Representational Winter Session of the “Vidhan Sabha” in Parate Sabhagruh (Hall). The business of the “Pratirup” Vidhan Sabha started on the lines of Winter Session of Maharashtra Legislature. The swearing in of Governor, Governor’s address, swearing in of MLAs, election of Vidhan Sabha Speaker and Deputy Speaker, swearing in of Chief Minister, Question Hour, Budget, Call Attention and Adjournment Motions were carried out in the “Vidhan Sabha.” Several personalities who played the roles of MLAs sensed real MLAs in the real Vidhan Sabha. A total of Vidarbha’s 62 “MLAs” were selected. The Ruling Party was Vidarbha Vikas Paksh (Vidarbha Development Party) and the Opposition was Vidarbha Jan Party (Vidarbha People’s Party). The Ruling Party members unanimously elected former MLA Wamanrao Chatap as their leader and he was sworn in as Chief Minister by Governor Vedpratap Vaidik. MLA Dr Anil Bonde was elected Opposition Leader. Former MLA Saroj Kashikar was elected Speaker of Vidhan Sabha. He handled the business of “Pratirup” Vidhan Sabha the whole day.

The Budget showed expenditure of Rs 41,400 crore and the first Budget of Vidarbha was in surplus of Rs 100 crore. A provision of Rs 3,500 crore was made for irrigation. The day Vidarbha was included in Maharashtra, Vidarbha was always meted out injustice but now, after creation of Vidarbha State, it has been freed from the injustice.

Dr Khandewale presented the finer and studied points on how to make Vidarbha a developed State. Dr Khandewale charged a big conspiracy on the part of some leaders in keeping Vidarbha backward and undeveloped while presenting the Budget. Vidarbha’s resources, both natural and manmade, were utilized in developing Mumbai-Pune-Thane instead of Vidarbha itself. Vidarbha has enormous capacity for irrigation and more than 60 per cent agriculture land could be irrigated. Vidarbha’s irrigation projects are not completed. The provision is made in the March Budget, and in December, in the name of equal planning, the Vidarbha’s provision is diverted to other places.

Dr Khandewale further said that Vidarbha’s finances could be improved with the support of its rich forests. At present, the rich forests are being utilized for some specific people only. The situation would certainly be changed when the Vidarbha State is formed. The Chief Minister and Opposition Leader welcomed the Budget. The Maharashtra leaders should consider the Vidarbha’s Budget and prepare plans for Vidarbha’s development, advised the leaders. The Prime Minister Manmohan Singh and Chief Minister Prithviraj Chavan would be apprised of the business carried out in the “Pratirup” Vidhan Sabha, the leaders stated.

“Pratirup” Vidhan Sabha a stunt: Jambuwantrao Dhote:

The “Pratirup” Vidhan Sabha, organized by Vidarbha Joint Action Committee, was nothing but a “Nautanki” (stunt) to hog publicity, charged Vidarbhavir Jambuwantrao Dhote at a press conference today (December 5). At the same time he said that “Dharna” protests would be held from December 7 and Vidarbha “Bandh” agitation would be launched on December 9 to stress the demand for Vidarbha statehood.

“The organizers of Representational Vidhan Sabha are my disciples. But they are in hurry to taste power. The “Pratirup” Session was held for fulfilling their wish. They themselves declared the Chief Minister and Ministers. However, by symbolic agitation and misguiding people, separate Vidarbha could not be achieved,” Dhote said.
