NMC poll candidates skip expense reports, risk 5-year election ban

Nagpur: A large number of candidates who contested the Nagpur Municipal Corporation (NMC) elections have yet to submit details of their election expenditure, even as the deadline for compliance draws closer. The delay has prompted the Election Department to flag defaulting candidates, warning that failure to submit accounts within the stipulated period will result in a five-year ban from contesting any election.

Under election norms, every candidate is mandated to maintain a daily record of campaign expenses and submit the accounts at three-day intervals to the zone-wise expenditure monitoring teams appointed by the administration. In addition, a consolidated final statement of expenses must be filed after the conclusion of the election. However, officials point out that many candidates, particularly those who were defeated, tend to neglect this statutory obligation once polling is over.

As per the provisions laid down by the State Election Commission (SEC), candidates must submit their election expense statements in the prescribed format and within the specified timeframe. Principal Accounts and Finance Officer and Nodal Officer Sadashiv Shelke has urged candidates who have not filed their expenditure details in Forms 1 and 2 to do so without further delay. He clarified that the final deadline for submission is February 16, 2026, and the documents must be submitted to the respective zone-wise expenditure monitoring teams.

Candidates are required to file their expense statements within 30 days of the declaration of the election results, along with self-attested copies of bills, receipts, vouchers and other supporting documents. Despite this clear mandate, election authorities note that compliance remains poor, even weeks after the results were announced.

Officials have reiterated that non-submission of election expense accounts within the prescribed period will attract strict action, including disqualification from contesting any election for the next five years.
